PATNA, Sept. 19 -- The Bihar police headquarters (PHQ) has announced plans to establish child help desks and specially designated child corners in every police station across the state by October 2 (Gandhi Jayanti) to improve child safety and ensure speedy grievance redressal, officials said on Friday. The initiative aims to ensure the speedy redressal of grievances and provide children with a safe, welcoming environment within police stations to report and discuss their problems openly, officials said. Authorities believe the move will also aid in cracking down on rising crimes against minors. The help desks will also serve as information centres to educate children about their legal rights and the key provisions of the Protection of Children from Sexual Offences (POCSO) Act, they added. According to the directive, the child help desk will be set up at a place in the police station premises or police outposts where children and their parents have easy access. It will be kept separate from the lock-up of the police station. The name, designation and mobile number of child welfare police officer and district child protection officer will be prominently displayed on the desk, officials said. Women police personnel will be deployed at child help desks for cases related to girls. The contact numbers displayed on the desk will be active for 24 hours. The e-complaints and requests for assistance received from children and their parents will be processed within the stipulated time frame. The record of the complaint and action taken thereon will also be maintained systematically. The home department has decided to implement this arrangement in accordance with the Bihar Police Act, 2007 and the guidelines of the National Commission for Protection of Child Rights (NCPCR). The Child Help Desk will be regularly monitored by DSP, in-charge of Special Juvenile Police Unit and other senior officers at district level. All district authorities have been directed to implement the provision of child help desks in all police stations by October 2. After this, the compliance report will have to be sent to the police headquarters by October 5. The new system aims to provide a separate, accessible and safe medium for children and their parents to lodge complaints and seek help at the police station level. "We have decided to set up child help desk or specially designated child corner in every police station of the state by October 2. All SPs have been directed to send their compliance report to the PHQ by October 5," said ADG (Weaker Section) K S Anupam. She told that the idea is to make things easier for the victims to get their complaints registered and proper action is taken.
