PATNA, Oct. 8 -- Bihar's push toward comprehensive digital governance is gaining formidable momentum as the Registration Department is set to deploy an innovative E-Vaulting framework designed to digitise loan collateral. The strategic leap arrives at a transformative moment for the state, coinciding with an extraordinary sixfold surge in paperless property registrations over the past month and the forthcoming transition promises to reshape the intersection of property ownership, banking security, and public administration. Inspector General, Registration, Krishna Chandra Gupta confirmed that active trials for the E-Vaulting facility are currently underway. Developers are actively integrating frontline feedback from commercial banking partners into the software architecture, with the platform scheduled for an official statewide rollout immediately following the successful conclusion of final evaluations, Gupta said. For decades, obtaining bank financing against property necessitated physically depositing original title deeds inside secure bank lockers-a cumbersome, risk-prone convention vulnerable to document loss, forgery, and bureaucratic delay. The upcoming E-Vaulting platform completely dismantles this obsolete reliance on physical custody. By establishing an encrypted digital repository, the state guarantees ironclad document integrity, tamper-proof record storage, and instantaneous collateral verification for financial lenders. This financial innovation gained decisive traction following a high-level review chaired by the Inspector General on Monday. During the session, department officials conducted a live demonstration for commercial bank representatives, subsequently directing the technical development team to fine-tune the architecture based on direct stakeholder input and ready the system for full-scale operational deployment. The move closely mirrors a broader, enthusiastic public embrace of Bihar's paperless registry ecosystem, originally launched in July. Official figures reveal a compounding adoption curve of unprecedented proportions. Statewide paperless deed registrations rose from a modest 1,200 in July to 6,in August, before skyrocketing past 42,000 in September alone. Daily transactions now consistently average roughly 2,500 deeds across the state. Overall, cumulative paperless transactions have climbed to 55,495 deeds since the platform's midsummer debut, delivering a massive windfall to state coffers. Revenue generation peaked sharply during the latter half of September. While the opening fortnight recorded 12,000 registered deeds generating over Rs.126 crore, the September 16 to September 30 window accelerated rapidly to yield more than 29,000 deeds and contributed over Rs.271 crore to public revenue. The engine driving this administrative overhaul is the unified E-Nibandhan portal. The platform seamlessly consolidates legal document drafting, automated stamp fee computations, e-Challan payments, digital e-Stamping, and secure electronic signature verifications into one centralized interface, according to officials aware of the matter. Citizens can easily navigate transactions independently from home or through local Vasudha Kendras, eradicating red tape and rendering intrusive registry middlemen completely obsolete.
