PATNA, Sept. 23 -- The Election Commission of India (ECI) on Tuesday announced the schedule for biennial elections to eight seats in Bihar legislative Council from four teachers and four graduates constituencies, which is set to intenfiy the poll campaign by candidates from major parties in the ruling NDA and oppositon. As per the schedule, the polling to the eight seats in the state Council would be held on October 23rd while counting of votes would be held on October 27. The notification of the polls would be issued on September 29 kicking off the nomination process. The last date of nomination is October 6th and last date of withdrawal of candidature is on October 9th. The central poll panel has already started updating the voters' list for four teachers and four graduate constituencies after the final publication of the rolls was done earlier in January this year. As per the final publication in January, there are 45660 voters from four teachers' constituencies namely, Patna teachers' constituency, Saran teachers' constituency, Tirhut teachers' constituency and Darbhanga teachers' constituency. From four graduates' constituencies of Patna, Tirhut, Darbhanga and Kosi, the total number of voters stand at 484,943. Officials in the state election department said the updated voters' list of all the eight constituencies would be published soon after enrolling names of new voters and also deleting some names of voters based on the objections and claims given by people including prospective candidates. " There would be some additions in the electoral rolls for both teachers' and graduates constituencies. We are verifying the applications put for enrolment of names through concerned educational institutions for addition in voters' list of teachers constituencies. The documents of applicants keen on enlisting in graduates constituencies are also being verified before the publication of the updated rolls," said an election official, engaged in the work. Opposition parties including Rashtriya Janata Dal ( RJD) nad Jan Suraaj party has already put petitions before the state election department in last few weeks demanding that the updation of the voters' list should be done after proper verification of the applicants and their documents to show their eligibilty as voters for teachers' and graduates' constituencies. The biennial polls to the eight seats from teachers and graduates constituencies is being held as the term of the sitting incumbents is expiring on November 16. Those MLCs retiring include Neeraj Kumar ( Patna graduates'), Sarvesh Kumar( Darbhnaga graduates), Banshi Dhar Brajwasi( Tirhut graduates), N K Yadav( Patna teachers), Madan Mohan Jha( Darbhanga teachers'), Sanjay Kumar Singh( Tirhut teachers) and Afaque Ahmad( Saran teachers). The RJD has already announced its candidates from six seats while Jan Suraaj too has announced its candidates from five seats even as the ruling NDA is still to announce its list of candidates formally....
