Bihar school serves biscuits in meals, skips mandated eggs
Patna, Nov. 7 -- An inspection on Wednesday by Sheohar District Magistrate Pratibha Rani revealed that students at Government Middle School in Katsari Jagir were being served biscuits instead of the eggs mandated by the state's mid-day meal scheme, officials said on Friday.
District education officer, Sheohar, Durga Yadav confirmed the incident, stating that a show-cause notice has been issued to the school's headmaster. When asked for comment, the DEO said he did not know the headmaster's name, explaining that the notice was issued to the school leadership.
"The show-cause notice was issued in the name of the school, citing him in his capacity as headmaster," Yadav said. However, the headmaster of the school cannot be reached out for comments.
Meanwhile, the DM said, "The inspection established that students were indeed being served biscuits in place of eggs". Noting the alarming discrepancies in student records, she said,"An exhaustive review of the school spanning the past full year was ordered and stern action will be taken against those involved."
During a surprise visit to school two days ago, according to district administration officials, the DM discovered that school authorities were giving cheap packaged biscuits to schoolchildren instead of the boiled eggs prescribed under the state's Mid-Day Meal scheme, despite regular billing records claiming otherwise.
The fraud came to light after District Magistrate Pratibha Rani conducted surprise classroom visits to interact directly with students, exposing the discrepancy between official reports and the ground reality at the school.
It must be mentioned here that under Bihar government directives, serving boiled eggs to students on designated days is mandatory to combat child malnutrition, with designated state funds earmarked specifically for this purpose.
Officials present during the surprise inspection said when the district magistrate inquired whether eggs were being distributed as per the prescribed menu, the children revealed that eggs had never reached their plates and that the school distributed biscuits instead.
Faced with direct accounts from the students, the school's teaching staff and administrators were unable to provide an immediate explanation when questioned on the spot.
Seeking immediate accountability, the district magistrate summoned the relevant administrative files, cash registers, and stock records, officials in the know said.
Officials familiar with the Sheohar district administration's investigation revealed that the initial review of school records caused immediate alarm: while official ledgers meticulously documented costs and debits for egg procurement, the items were entirely absent from the children's midday meals.
The inspection exposed a glaring mismatch between the physical attendance of pupils and the inflated headcounts recorded on paper, officials said.
Ghost enrolments, widely used as a conduit to siphon off ration subsidies and institutional funds, were immediately suspected as the actual roll call in the classrooms presented a hollow picture compared to the official register, officials said.
Officials said the DM, sensing embezzlement and deep rooted financial discrepancies, ordered the immediate confiscation of all critical school documentation, including the attendance register, mid-day meal stock logs, and financial cash books, said officials.
The seized records were packed up and taken under direct administrative custody for a full-scale review, officials said. "We are doing a full scale inquiry and a report would be submitted soon. Further action would be taken against erring officials," the DM said....
