Bihar launches paperless registration of properties
PATNA, July 12 -- Elderly residents of Bihar, mainly those aged 75 to 80 or above, can now get registration of any property purchased by them, by sitting in their houses as the registration department on Saturday launched the home registration service for senior citizens among other three services under the advanced digital and paperless registration ( home registry digital system).
Chief minister Samrat Choudhary launched the advanced digital and paperless registration system at an event organised at district registry office in Vaishali (Hajipur).Under the new system, four new services would be provided like home registration, verification of land through online system, paperless registration and spot verification through GPS technology as part of the government's commitment for ease of living of common people in the state.
"From today (Saturday), home registration system will be available for lakhs of elderly people at their homes. The paperless registration system (home registration system) will be now also be available for elderly people of age 75 and above too," the chief minister said.
He also flagged off mobile registration units (MRU) vans for providing the home registration service for the elderly. The vans are equipped with digital equipments along with staff, who would visit the elderly people at their homes and get the registration of properties through eKYC by authenticating the documents through Aadhaar cards and also take digital signatures, officials said.
Registration officials said that the paperless registration system is also unique where applicants keen on registering their properties would have to apply online and only visit the registration office at the slotted time. Sources said that the paperless registration system having been launched in Vaishali would be extended to all sub-registry offices across the state in a phase wise manner with several offices to be covered on July 18, including registry offices in Jehanabad, Patepur, Sonebarsa and Sonepur.
"The applicants would not be required to bring in any documents to registry office as all necessary documents would have to uploaded online. At the registry office, entire process of registration would be online through eKYC and registry would be done digitally without any papers. Once the sale deeds are registered, a physical copy would be given to applicants but a digital copy would be sent to their mobile," said an official, in know of the processes.
Besides, two other services also have been introduced. They include the land verification option through online.
"When any applicant puts an application for registration, there will be an option whether he/she wants to get the land purchased verified through the circle officer (CO). If it is opted for, the CO office would verify the land details and give the status of land to the applicant in maximum 10 days. This system has been introduced so that people can know whether their is any litigation on the land or the land is free of encumbrances or not. In many cases, people unknowingly purchase government land or disputed land and face problems later. But this is just an optional service for applicants," said another registration department official.
Besides, the registration department has also started the spot verification services through GPS system ie whenever any applicant puts an application for registration of property, registry officials would verify the nature of the land through GPS to ascertain what kind of land is being registered and what is it's value. "This system would help in checking the undervaluation of land and check also revenue loss through proper assessment of circle rate of land and stamp duty for registration," said one registration official.
More importantly, the chief minister also announced that 213 degree colleges would start functioning in different blocks in the state from July 15 onwards at the event and also outlined the various initiatives being taken by the government for the welfare of the people....
