PATNA, Sept. 12 -- The Bihar government on Friday assured the Patna high court that all pending work around the Bihar Judicial Academy at Gaighat in Patna City, including road repairs, removal of encroachments and developing a green park, would be completed by November 30. The assurance comes ahead of Chief Justice of India Justice Surya Kant's scheduled visit to Patna for the East-Zone Regional Conference on Enhancing Access to Justice on November 21 and 22. The conference is a zonal event of the National Legal Services Authority. Additional chief secretary of the environment, forest and climate change department Anand Kishor gave the assurance before a division bench of acting chief justice Sudhir Singh and justice Rajesh Kumar Verma. The bench accepted the assurance on behalf of the environment, forest and climate change, road construction, and urban development and housing departments. It posted the matter for further hearing on December 11. The court also asked Piyush Lall, counsel for the judicial academy, to monitor the progress of the work and remain in regular contact with Kishor on any modification or deviation considered necessary. It directed the academy's director to ensure completion of the remaining work around the institution and extend full cooperation to the local administration. The assurance followed strong criticism from the court a day earlier over the delay in completing the work. The high court has been hearing the writ petition since May 14. The court was also displeased with the government counsel's claim that an affidavit on the progress of the work had been filed when it had not been submitted. The bench had subsequently summoned Kishor, urban development and housing department principal secretary Vinay Kumar and road construction department secretary Pankaj Kumar Pal. "Such a hanky-panky approach." Justice Singh remarked during hearing. Addressing additional advocate general PK Verma, Jjustice Singh said the HC is a "court of records" and criticised the practice of making submissions that were not reflected on record. "This is shocking. You are coming to the court, making any submission and walking out saying I am over with my job. This is not the manner any institution functions," Justice Singh observed....
