PATNA, Sept. 22 -- Speculation is mounting over the potential resignation of Awadhesh Narayan Singh as chairman of the Bihar Legislative Council, a move expected to clear the way for a successor from the Janata Dal (United), officials said. While reports of his departure have circulated widely, there has been no official confirmation as of late evening, amidst a notable silence from political circles. Deputy chairman of the council, Rambachan Rai is tipped to succeed Singh, but an official announcement is yet to be made regarding that, as the resignation has not happened yet. Rai was elected unopposed to the position of deputy chairperson of the Legislative Council on July 24, 2024 and he remains on the post till date. According to Article 183 of the Constitution of India, anyone holding the office of the Chairman of a Legislative Council must address their resignation in writing under their hand to the Deputy Chairman. Rai, however, said that he had not received any such letter till he left office at around 6 pm. "May be it will take another day or two. I have no information," he added. The office of Singh also said that there was no resignation. "The chairman is in a meeting and he has not resigned so far (7 pm)," he added. The news about the imminent resignation spread as both Singh and Rai were in the Council office during the day and also had interaction. According to Article 184(1), while the office of the Chairman is vacant due to resignation, removal, or death, the duties of the chairman are performed by the Deputy Chairman. Under the agreed coalition formula in the NDA, JD(U) was to get the Council chairman post, as BJP got the chair of Speaker in the Bihar Legislative Assembly. It was the agreed formula, as BJP's Samrat Choudhary as chief minister resulted in two deputy CMs from the JD-U, similar to when when Nitish Kumar was the CM with two Deputy CMs from the BJP. It has been an old and established practice that in the NDA, the two main alliance partners - the BJP and the JD(U) - hold the position of head of one House each. When a JD(U) leader will be the Council chairman, BJP will have its own Deputy chairman. Senior JD(U) leaders feigned ignorance about the development, but said it was in the offing....
