40 booked, 4 arrested for stampede; DGP orders temples' security audit
PATNA, April 2 -- A day after the stampede at the Sheetla Mata Temple in Nalanda left 8 people dead and 8 injured, the police filed an FIR against 40 people, arrested four people and the state Director General of Police (DGP) Vinay Kumar ordered a security audit of all religious places across the state.
Besides, the Nalanda district administration has started taking action against the temple management committee for security and management lapses that could have led to a tragic incident on Tuesday.
An FIR has been registered with the Deepnagar police station based on the statement of Sub-Inspector (SI) Moushumi Kumari against 40 persons including 20 named accused like the president, secretary and treasurer of the temple committee on the charges of negligence, crowd mismanagement and spreading disorder under sections 105 and 3(5) of the BNS.
In the FIR, the SI alleged that the temple committee had not given any information about the fair or crowd management to the police. A deliberate obstruction was created near the sanctum sanctorum so that illegal collection could be made. Instead of properly controlling the crowd, devotees were beaten up, the FIR alleged.
Four arrested persons are members of the temple committee: Anuj Kumar Pandey, Awadhesh Kumar Mishra, Vivekanand Pandey and Niranjan Kumar Pandey.
Police said that more arrests would follow as the investigation continues. Police are trying to identify all the accused in the case. All aspects of the case are being investigated.
The DGP had ordered a review of the security arrangements at all religious places and establishments in the state. As part of this checking exercise, it will assess whether the entrance and exit gates are arranged according to the expected number of people at the religious place.
Also, they will check whether a holding area exists. The SPs/SSPs have been asked to audit where the crowd gathers and deploy at least one constable to line the people up. It will also check whether other arrangements in the temple premises are sufficient.
According to police officers familiar with the details, the preliminary investigation into the stampede suggests the fault lies with the SHO of Deepnagar police station under whose jurisdiction the temple falls.
"It was the preliminary fault of the SHO of Deepnagar police station at the local level because the incident took place just a hundred yards away. The temple management also did not take care of it nor did it make the queue. Despite the President's programme, the Nalanda SP and central range IG were sent to the scene of the incident," said the DGP, adding that there were more than 8,000 devotees present in and around the temple premises.
Professor Ranvir Nandan, chairman of the Bihar State Religious Trust Board, visited the temple on Wednesday. "It is a lapse at the management level somewhere," he said.
He made it clear that registration and better management of the temple are necessary to prevent such incidents in the future....
