3 revenue officers suspended for skipping duties
PATNA, April 11 -- The revenue and land reforms department suspended three more officers of the Bihar Revenue Services (BRS) on Friday, citing their continued absence from duty, "general disobedience" and failure to meet revenue collection targets. The action came even as a majority of BRS officers remained on mass casual leave since March 9 in protest against the state government's alleged failure to implement Patna High Court orders on cadre postings.
According to separate notifications issued by the department, Harsha Komal, circle officer (CO) of Bhagalpur, Dolly Kumari, CO of Dumra in Sitamarhi, and Rahul Kumar, CO of Sadar in Buxar, have been placed under suspension with immediate effect.
This is the second round of suspensions in recent days. Earlier, three other BRS officers - Anand Kumar, Rajnikant and Jitendra Pandey - were suspended for allegedly trying to "propagate misleading information through the media".
The moves have come at a time when the Bihar Revenue Service Association (United) - BiRSA (U) - has kept up its agitation, demanding that qualified BRS officers be posted as deputy collectors (land reforms) or DCLRs and district land acquisition officers (DLOs), in line with a clear directive from the Patna High Court.
A senior functionary of BiRSA (U) condemned the latest suspensions, describing them as an "unfortunate" shift to a confrontational approach by the government instead of respecting the court's orders. "All developmental activities in the state have been crippled due to the tyrannic approach of the government," the functionary said. "As per the rules enacted by the state government in 2010, BRS officers are qualified for posting on the DCLR and DLO posts."
The association has maintained that the government transferred the DCLR posts from the revenue and land reforms department to the general administration department (GAD) to bypass the HC's directions. The court had, in its June 2025 order on a writ petition and a subsequent contempt petition, categorically asked the government to post eligible BRS officers on these posts and shift Bihar Administrative Service officers to equivalent roles elsewhere.
BiRSA (U) functionaries said the fresh punitive action would not deter them. "Such steps will not demotivate us from asking for our legitimate demands," they asserted. The association has made it clear that its members will not return to duty until the government initiates "genuine negotiations" and accepts their long-pending demands.
