JAMUI, Sept. 22 -- Three people were arrested and two detained after video footage showing a group of seven men sexually harassing a Class 10 schoolgirl and her male friend went viral in Bihar's Jamui district, police said on Monday, adding that efforts are on to nab the remaining suspects. The police added that a Special Investigation Team (SIT), headed by a woman officer, SDPO Dipti Monali, was conducting raids across the state to arrest all the culprits. The assault took place on the evening of September 19 in Jamui, a district which is 158km from capital Patna, when the two teenagers were returning from Mawara Hill on a two-wheeler, police said. However, the matter came to light when the video of the incident went viral on social media. According to the police, the video was uploaded at around 11.30pm (Sunday) with viewers numbering approximately 233,000 at around 8am on Monday. The police have so far taken down 91 videos uploaded and circulated on social media like Facebook, Instagram and other social sites, the PHQ said in a statement. The victims told the police that the suspects intercepted them on the pretext of "moral policing" before some of them started making vulgar comments, beating the boy, and sexually assaulting the girl as the two pleaded for help. In one video clip, one suspect who had covered his face grabbed and dragged the girl, police said. According to the police, one of the suspects appeared to have recorded the incident on his mobile phone. In the preliminary investigations, it came to light that some people in the village near the incident site of the molestation and assault of the two teens recorded the video and uploaded it on social media to get likes. Jamui superintendent of police (SP) Vishwajeet Dayal said the police hadn't received a formal complaint from the teens about the incident, but started inquiries after coming across the video clip. Jamui district magistrate Naveen Kumar, who told the police to act on the viral video clips, said most of the accused seen in the video have also been identified, he said, adding that two of the suspects in the case were minors. "In our preliminary investigation, we have found that the video of the assault was taken by one of the miscreants and later, it is most likely, one of those involved in the offence had made it viral in social media. We are investigating the matter from all angles," said a senior police officer. An FIR has been registered under sections 8 (sexual assault) and 12 (sexual harassment) of the Protection of Children from Sexual Offences (Pocso) Act and sections 74 (Assault or criminal force to woman with intent to outrage her modesty), 76 (Assault or use of criminal force to woman with intent to disrobe) and 3 /5 (common intention) of the Bharatiya Nyaya Sanhita at Jamui's Sadar police station. Jamui SP Vishwajeet Dayal confirmed that two suspects have been detained following an initial investigation and statements from the victims. The victims had initially refrained from reporting the incident due to fear of social stigma. Police were able to trace the victims' residence after the viral video caused significant alarm. Meanwhile, the district magistrate ordered officials to apprehend the remaining culprits immediately, officials aware of the matter said. Additional director general (law and order) KS Anupam said three of the seven persons involved in the incident have been arrested. Two others have been identified, and efforts are on to identify the other two. She said they were examining where the local police personnel on patrol duty were. "The incident took place just 3 km from the Jamui town, and it happened between 6.15 pm and 6.30 pm. Action would be taken against police personnel who were on patrol duty at that time," she said. Senior police officers claimed that the identity of the victims were established after a scooty number was obtained from the viral video and the vehicle owner's mobile number was taken from the concerned DTO office and finally the owner was traced. The vehicle owner stated that on the day of the incident his younger brother was driving this vehicle, police officers said. On the basis of information of the scooty owner, the police were able to identify the girl victim, a minor. Later the boy, also a minor, was asked to give a statement. Taking cognisance of the incident, Bihar State Women's Commission chairperson Apsara Sahu said that the panel had also taken suo motu cognisance of the case and will reach out to the teen girl. NCW Chairperson Vijaya Rahatkar also wrote a letter to the Bihar Director General of Police (DGP), directing immediate registration of an FIR in the matter, identification and arrest of all accused. The commission has directed that security, legal assistance, and psychological counselling be provided to the victims, as well as taking necessary legal action to stop further sharing of the objectionable video being circulated on social media, it said.
