pune/NAVI MUMBAI, Oct. 3 -- The Alandi Municipal Council on Friday ordered the immediate sealing of Winners Academy, where eight students who drowned during a study tour to Raigad were enrolled. A preliminary inquiry found that the coaching institute had been operating without the necessary municipal permission for nearly two years. "Winners Academy was operating without an official licence and will be sealed with immediate effect," Alandi Municipal Council chief officer Madhav Khandekar told reporters. He added that a special inquiry committee would be constituted to conduct a detailed inspection of private coaching classes and educational institutions in the city. The action came a day after the eight students drowned at Diveagar beach in Raigad district. Police said the students had ventured into seawater that was only chest-deep but were swept further out by strong currents. Raigad Superintendent of Police Anchal Dalal said Diveagar was relatively safer than some other beaches in the district, including Kashid, where the depth increases sharply near the shoreline because of steep underwater sand drops and strong currents. "Yet, once the students entered chest-deep water, the current began pulling them in. Those who knew swimming came ashore, while those who died apparently did not know swimming," Dalal said.
