LUCKNOW, May 23 -- The Lucknow bench of the Allahabad high court has directed the Lucknow mayor to appear before it with a personal affidavit showing cause why contempt proceedings should not be initiated against her for deliberate and wilful disobedience of the court's order, if its orders are not complied with by the next hearing. The court expressed strong displeasure over Sushma Kharkwal's failure to administer the oath of office and secrecy to Lalit Kishore Tiwari, an elected corporator of the state capital, even after five months. A division bench of Justice Alok Mathur and Justice Qamar Hasan Rizvi passed the order on May 21 which was uploaded on the court's website on Friday. "In case the order of this court is not complied with by the next date, the Mayor of Lucknow shall appear again and file her personal affidavit showing cause as to why contempt proceedings be not initiated against her for deliberate and willful disobedience of the order of this court," said the court. On Thursday, the high court seized the financial and administrative powers of the Lucknow mayor until she administered the oath to corporator Lalit Kishore Tiwari. A division bench of Justice Alok Mathur and Justice SQH Rizvi passed the order after hearing a petition filed by Tiwari. The court expressed strong displeasure over the failure to administer the oath of office and secrecy to Tiwari even five months after the election tribunal declared him elected as the corporator. This case relates to Ward No. 73, Faizullahganj, Lucknow. "The attitude of the officers, in ignoring the orders passed by the Court till such time that notices in the contempt petition are issued, cannot be approved," the court said. "On many occasions, despite issuance of notices in the contempt petition, no action is taken and it is only when directions are issued for personal presence that for the first time, the officers care for the orders passed by the Court," it added. "There are hardly any appeals which are filed without an application seeking condonation of delay, this conduct on the part of the appellants cannot be appreciated/encouraged," observed the court while listing the case for next hearing on May 29....
