LUCKNOW, June 8 -- The Uttar Pradesh government has introduced new rules to improve transparency and prevent fraud in the distribution of subsidised agricultural machinery under the National Mission on Agricultural Mechanisation (NMAM). Under the revised system, farmers can directly book equipment with subsidies of up to Rs.10,000 through the departmental portal and must upload purchase bills within 10 days. For equipment carrying subsidies above Rs.10,000, including custom hiring centres, farm machinery banks and threshing floors, beneficiaries will be selected through an automated e-lottery. Applicants will have to deposit a security amount of Rs.2,500 for subsidies up to Rs.1 lakh and Rs.5,000 for subsidies above Rs.1 lakh. The government has also made GPS tracking compulsory for all self-propelled machinery, including tractors, combine harvesters, power tillers and rice transplanters. Beneficiaries must ensure continuous GPS operation and share data with the department's IT system at their own expense. According to the government order, verification of applications must be completed within seven working days of bill upload, while subsidy payments through Direct Benefit Transfer (DBT) must be released within three working days of verification. Officials failing to meet these deadlines may face disciplinary action, including salary withholding. The new rules limit each farmer household to two equipment subsidies in a financial year. Fresh subsidy for the same machinery will be allowed only after five years for motorised equipment and three years for manually or animal-operated tools. Tractors and combine harvesters purchased through Farm Machinery Banks will remain ineligible for repeat subsidy for 10 years.
