Lucknow, May 21 -- The Uttar Pradesh government has rejected the premature release plea of Anand Prakash Tiwari, a life convict in the murders of two chief medical officers (CMOs) linked to the multi-crore National Rural Health Mission (NRHM) scam, citing the serious nature of the crimes. In an order issued by the home department on Wednesday, Tiwari's release under the Prisoners Release on Probation Act, 1938, was "not considered appropriate" considering the gravity and social impact of the offences. Tiwari, a resident of Lucknow's Vikas Nagar area, is serving life imprisonment in two murder cases related to the killings of Dr Vinod Kumar Arya, then CMO (Family Welfare), on October 27, 2010, and his successor Dr BN Singh on April 2, 2011. The murders had drawn attention as they occurred amid allegations of corruption in the implementation of the NRHM scheme in UP. The matter was later investigated by the CBI. According to the order, Tiwari had completed over 14 years of actual imprisonment by August 1, 2025, and his jail conduct was found satisfactory. Reports from the district probation officer, police and district magistrate also noted no immediate likelihood of repeat offence.
