SIR: Notices issued to10.9 mn voters in UP
Lucknow, Feb. 13 -- The Election Commission of India (ECI) has issued notices to approximately 10.9 million notices in Uttar Pradesh under the Special Intensive Revision (SIR) of electoral rolls till Thursday.
In all, notices will be issued to 32.6 million voters, including 10.04 million voters unmapped with the 2003 voter list and 22.2 million voters for logical discrepancies in the draft voter list published on January 6, 2026.
Giving this information, Uttar Pradesh chief electoral officer Navdeep Rinwa on Thursday said the process of hearing on notices is underway at centres by the notified authorities.
All district election officers have been directed to ensure that the lists of voters in the unmapped and logical discrepancies categories are available to each booth level officer, he said. The list should be also displayed at public places, including tehsils, panchayat buildings and ward offices.
The lists are also available online on the chief electoral officer's website (ceouttarpradesh.nic.in) and on the district election officer's website, district-wise/assembly-wise/booth-wise, where they can be easily viewed and downloaded, he said.
The BLOs have been instructed to be present at voter helpdesks in assembly constituencies every working day from 10am to noon with the final voter list of 2003, the draft voter list published on January 6, the list of voters with non-mapping and logical discrepancies. The BLOs should also have a sufficient number of Forms 6, 7, 8 and declaration forms, he said.
The persons to whom notices have been issued can submit their records/objections, either personally or through their authorised representatives within 10 days from the date of display of the list of voters with non mapping and logical discrepancies, he said.
District magistrates have been told to ensure all records are kept safe. Adequate personnel should be available for hearing in accordance with Election Commission directives.
Proper law and order should be maintained during the SIR drive and the entire process should be completed without any hindrance, Rinwa said.
Strict action will be taken if the instructions are not followed or action by the officer concerned causes any obstruction to the proceedings related to SIR, he added.
For voters' convenience, all district electoral officers have been told to establish a helpdesk at each hearing centre. Personnel familiar with the SIR process and notice procedures will be posted at the helpdesk, he said.
All senior officers, including the divisional commissioner, district election officer and deputy district election officer, have been instructed to conduct surprise inspections and review designated hearing centres, he added....
