PATNA, Sept. 27 -- Almost a year after its poll debacle, the principal opposition party in Bihar, Rashtriya Janata Dal (RJD) is all set to undergo organisational revamp with constitution of state committees, district and block committees under a new format where age of new party functionaries would be 55 with higher limit of 60 years, and also with more autonomy. Their performance would be the guiding factor for getting tickets in the future, party top leaders said here on Saturday. Incidentally, the RJD despite having its ideological and principled opposition to the BJP is said to be working on the BJP's cadre management model by taking cue of the 'paana pramukh' system. Sources said party's national working president Tejashwi Prasad Yadav was keen to strengthen party booth-level management in the revamp process by focussing on block-level committees more by appointing dedicated booth-level workers at the panchayat, block-level in all 534 blocks. "For us, BJP is our main political rival and we need to have a strong booth management system like the BJP, which has the 'Panna pramukh' at the grassroots. Our focus is on having our dedicated team at the block level for reaching out to voters during elections booth wise," said a senior party leader in know of the matter. Insiders in the RJD said the new district committees and state committees would be formed within next 10 days with a team of senior leaders already been assigned the task of making the final list of district presidents. Tejashwi is said to have asked top leaders to implement the blueprint of the organisational revamp after his marathon meetings every day for last several weeks till September 25 held at his official residence. On average , each day 250 leaders drawn from districts, blocks and village level attended the meetings where discussions and feedback was taken by Tejashwi to understand why the party failed to perform well in the 2025 state polls despite having gained around 23 per cent of votes. RJD managed to win only 25 seats in the 2025 polls despite having contested over 140 seats in alliance with Congress and Left parties. The flaws were identified as lack of coordination among the party functionaries in the state, district and grassroots level, wrong choices of candidates and also internal bickering. Significantly, taking lessons from the mistakes made in 2025 polls, the new revamp plan had made certain modifications in selection of district president and their powers, insiders said. They said there would be no two 'power camps' in the districts. The district president to be appointed would have the power to appoint the secretary general in the districts unlike in the past when the secretary general used to be appointed in a separate manner from a caste group different from district president. "We noticed that there was always friction among district president and secretary general over gaining clout in the district unit. The friction occurred more in party district units where reservation is there for EBC district president. In these units, a secretary general belonging to any OBC group or other caste group tried to take upper hand ignoring the district president in discharging his duties. This was a major shortcoming, which we now want to be addressed," said another RJD leader, in know of the matter. Sanjay Yadav, a close aide of Tejashwi and Rajya Sabha MP, said there would be certain changes in the new revamp as the focus was on strengthening the booth management and also creating a synergy among the cadres. "Our main focus is booth management as that is the core of taking our voters to the booths during elections. We are striving to form a dedicated team at the block, panchayat level so that we can ensure the win of our candidates by defeating rivals," he said....
