Dehradun, July 31 -- Election authorities in Uttarakhand have issued more than 2.429 million notices to voters as part of the Special Intensive Revision (SIR) 2026 exercise aimed at updating the state's electoral rolls and addressing discrepancies detected during the enumeration process, according to data released by the authorities on Thursday. The exercise is being carried out across all 70 assembly constituencies in the state. Official figures show that 24,29,877 notices have been generated so far, of which 4,07,687 notices, or 16.8%, had been delivered to electors by July 30. The notices have been issued to address discrepancies detected during the enumeration process. These include cases where the age difference between electors and their parents is less than 15 years or more than 50 years, discrepancies involving grandparents, sibling age gaps of less than nine months, records showing more than six children linked to a voter, errors in names of electors or their relatives, and voters who remained unmapped in the previous electoral roll. Among districts, Almora district recorded the highest delivery rate, with 79,110 notices delivered out of 98,529 issued, achieving an efficiency rate of 80.3%. Champawat followed with a delivery rate of 62.1%, while Pauri Garhwal recorded 51.5%. Tehri Garhwal and Uttarkashi reported delivery rates of 4.7% and 4.8%, respectively. Rudraprayag also recorded delivery rate of 5.5%. Dehradun accounted for the highest number of notices issued at 5,47,970, followed by Haridwar with 482,659 and Udham Singh Nagar with 446,615 notices. Voters who receive notices are required to submit Aadhaar along with one of 11 approved documents, including birth certificates, passports, educational certificates, permanent resident certificates, caste certificates, family registers and land or house allotment documents. Electors can also contact their Booth Level Officers (BLOs) and seek clarifications through the "Book a Call with BLO" feature available on the ECI-NET mobile application and the voters' portal. Hearings for notices issued under the second phase of the SIR of electoral rolls have begun across Uttarakhand, with election authorities making arrangements for voters to attend hearings at booths and nearby locations. Addressing a press conference at the media centre here on Thursday, additional chief electoral officer Dr Vijay Kumar Jogdande said that the second phase of the SIR programme had commenced in the state under the directions of the Election Commission of India and the leadership of chief electoral officer Dr BVRC Purushottam. He said that after the completion of the first phase of the exercise, the names of 71,33,785 voters had been included in the draft electoral roll....
