NEW DELHI, May 20 -- The Union government's move to implement a revised cadre allocation system for All India Services has led to a delay in the allocation of Indian Police Service (IPS) officers of the 2025 batch, with officials citing procedural changes, reconciliation of vacancies, and additional scrutiny under the new framework as reasons for the delay. The delay has left candidates awaiting clarity on the states or Union Territories where they will begin their careers. Officials in the Department of Personnel and Training (DoPT) and the union home ministry, which jointly oversee IPS cadre allocation, have not issued any formal statement on the matter, but people familiar with the matter said the delay is primarily linked to the roll-out of the Centre's new cadre allocation policy introduced earlier this year. The revised framework replaces the zonal arrangement that had been in place since 2017 and reorganises cadres into four groups with a rotational allocation system. The policy also revises the method for calculating so-called insider and outsider vacancies. Under the earlier system, candidates indicated zonal preferences. The new mechanism instead follows a process in which cadre allotments are linked to rotation sequences, reservation rosters and insider-outsider balancing. The people cited above said the revised system requires a more detailed matching of merit ranks, category positions, home-state claims and available vacancies across cadres. "Since the framework is new, every stage is being examined carefully before the final list is issued," a senior government official familiar with the process said on condition of anonymity. According to the people familiar with the matter, a significant part of the exercise involves reconciling vacancy positions submitted by states. IPS cadre management falls under the home ministry, while cadre allocation rules are framed by DoPT, requiring close coordination between the two departments and state governments. Some states are understood to have sought additional time to finalise category-wise vacancy details, positions reserved for deputation , and retirement projections, the people said. The allocations are important because several states and Union Territories continue to face shortages of IPS officers. Cadres such as Arunachal Pradesh, Goa, Mizoram, and Union Territories (AGMUT), Jammu and Kashmir, Manipur and those in Left-Wing Extremism-affected areas remain under close review while allocations are being prepared. The people familiar with the matter added that the focus is also on ensuring that the process fully complies with reservation norms and recent judicial observations concerning cadre allocation. In a recent judgment the Supreme Court emphasised the need for certainty and finality in cadre allotments. The people said such observations have encouraged departments to carry out additional verification before releasing the final allocation list. "There is greater emphasis on ensuring that all calculations and roster positions are fully aligned with the revised policy framework," a second official said, also asking not to be named. The new policy has also prompted discussions among aspirants and serving officers regarding the changing nature of home cadre allocation. Under the revised framework, insider vacancies are linked more closely to the rotational cycle and overall vacancy position within each cadre. Experts said that major administrative transitions often require additional processing time, especially during the first year of implementation. "When a new allocation structure is introduced, ministries have to recalibrate rosters, update systems and coordinate extensively with states before finalising allocations," said a retired IPS officer familiar with cadre management procedures. Officials indicated that the allocation exercise is progressing and is presently in the final stages of scrutiny and it is the reason that cadre allocation of IPS officers, which generally happens in March every year, ihas been delayed.
