Lucknow, April 30 -- The Union ministry of road transport and highways (MoRTH) has withdrawn its January 5 order mandating exclusive automated vehicle fitness testing, allowing manual inspections to resume in 51 districts of state, including Lucknow. The move follows a request from Uttar Pradesh transport minister Dayashankar Singh, allowing transport department officials to issue fitness certificates in districts where Automated Testing Stations (ATS) are not yet operational. The revised system allows both automated and manual testing to function simultaneously, depending on infrastructure availability. Authorities said this hybrid model will help streamline fitness certification and ease the backlog in high-demand regions, including Lucknow. Giving this information on Wednesday, a government spokesman said that the move aimed to ease inconvenience faced by vehicle owners who were earlier required to travel to nearby districts with functional ATS facilities. Since November 17, 2025, fitness checks in such districts had been conducted at the nearest ATS, adding to time and cost burdens. At present, 31 ATS are operational across 26 districts in Uttar Pradesh, while construction is underway in 40 more districts. The spokesperson said a timeline had been set to make these stations functional at the earliest.
