Man who leased unit was held in 2024 drugs case
Dehradun, May 19 -- An Indian national who allegedly leased out his premises in Dehradun to a Syrian national to manufacture Captagon, a banned synthetic stimulant, was arrested by the Dehradun police in December 2024 for illegally manufacturing narcotic pills under the guise of a herbal unit in Sahaspur, officials said on Monday.
The case comes days after 31.5 kg Captagon was seized and a Syrian national, identified as Alabras Ahmad, was arrested on May 16.
Sub-inspector Vikas Rawat, who was then posted at Sahaspur police station, said, "Sanjay Kumar had previously worked as a machine operator at a factory in the Selaqui area where illegal narcotic substances were manufactured. However, the owner of the earlier factory, identified as Usman, was arrested by Punjab police around three years ago. Owing to this experience, he was familiar with the supply chain and market demand for such substances. Sanjay then obtained a food licence in 2023 to set up his own unit - Green Herbal Company - where he began manufacturing narcotic substances."
Kumar, who is originally from Saharanpur in Uttar Pradesh, was arrested along with his two accomplices Shiv Kumar and Rahman on December 6,2024.
On December 5, 2024, a police team, accompanied by officials from the drugs department conducted a raid at a building housing a factory named Green Herbal in Sahaspur. During the raid, officials recovered a large quantity of illegally manufactured narcotic substances and syrups from the premises. Kumar, undeterred by his arrest, indulged in similar practices after securing bail in the 2024 case in February 2025.
Investigators said that the accused manufactured the substances based on demand and immediately supplied them onward, while deliberately avoiding stockpiling any narcotics to reduce the risk of detection.
"After securing bail, he got the machinery and materials released and had the seal removed from the court. Thereafter, he resumed involvement in similar activities on the premises (Green Herbal Company)," he said.
NCB unearthed the company on Saturday, based on the details shared by Ahmad during questioning, is on a lookout for the second Syrian national who was preparing drugs there, the officers added....
