Dehradun, July 18 -- The Uttarakhand high court has ordered the immediate suspension of a constable and a deputy jailor at the Central Jail, Sitarganj, in US Nagar district following allegations of assault and intimidation of an inmate. The order came after a report by the secretary of the District Legal Services Authority (DLSA), Udham Singh Nagar, revealed visible injuries on the prisoner and attempts by jail staff to prevent him from disclosing information. The division bench of chief justice G Narender and justice Alok Mahra directed the suspension of constable Ram Singh Kapkoti and deputy jailor Naveen Chauhan during the hearing in the matter on Tuesday. The superintendent of jail has also been ordered to provide the names of other officials present during the DLSA secretary's interaction with the prisoner. According to high court order, the DLSA secretary's report was submitted on July 14, based on his visit to the Central Jail, Sitarganj, on July 11. During the meeting with an inmate, Subhan, the secretary observed that Subhan appeared "very scared" with reddish eyes, visible blood, and swelling in his right eye. Upon removing his shirt and pant, injury marks and scratches were found on his right shoulder, and two old wound scars were visible on the back of his left knee, it added. Initially, Subhan was reluctant to speak, but after being assured of his safety, he alleged that he was assaulted by the jail staff on June 28. He was unable to name the individuals responsible for the injuries. He alleged that jail officers and staff standing outside the meeting area were making "fearful gestures", the order said. The DLSA secretary personally observed constable Kapkoti banging a stick on the floor and making intimidating gestures towards Subhan, leading the secretary to order Kapkoti to leave the premises and direct jail authorities to take action. The report also noted that Subhan was sent to Dr Sushila Tiwari Hospital in Haldwani, Nainital, on July 8, where his father and brother met him. Before leaving the jail, the DLSA secretary instructed the jail authorities to ensure Subhan's safe custody. The high court noted that photographs taken by the DLSA secretary corroborated the findings, showing scars that "prima facie, appear to be on account of scalding," and apparent eye injury and blood clotting. Bruise marks below the right eyebrow, possible use of cosmetics on the face and neck, and scratch bruises on the leg were also observed from the photographs....
