Communal stir, tension in Doon after BJP worker beaten to death
Dehradun, June 15 -- Tension intensified in Dehradun's Vikasnagar area on Sunday a day after a 44-year-old local Bharatiya Janata Party (BJP) worker was allegedly killed in a clash between members of two communities. While workers from Hindu right-wing outfits and local residents demanded "bulldozer" action and the encounter of the accused, they also pelted stones at the accused individuals' houses and set one of them on fire in Bairagiwala village, police said.
An officer familiar with the development said four people have been arrested in connection with the murder and additional police teams were deployed to maintain law and order in the area.
The matter stems from an alleged dispute over irrigation water between neighbours in Bairagiwala village, where BJP worker Vinod Kashyap and Imtiyaz got into a fight that escalated into a violent clash around 6.30 pm on Saturday. According to police, Imtiyaz and several others allegedly attacked Vinod and his family. The BJP worker was rushed to a nearby hospital where he succumbed to his injuries.
Dehradun senior superintendent of police (SSP) Pramendra Singh Dobhal said: "On Saturday evening, a dispute between two groups in Bairagiwala village under Sahaspur police station limits over irrigation water escalated into violence. The two sides had an ongoing dispute and had exchanged heated arguments over the issue of releasing water into agricultural fields during the past few days. During the incident, members of one group allegedly assaulted three brothers Ashok Kumar, Vinod Kumar and Rajesh Kumar, causing them serious injuries. The injured were taken to Lehman Hospital by local residents, where Vinod Kumar succumbed to his injuries during treatment."
After Vinod's death, protesters gathered in the area, demanding "bulldozer action" against the accused's properties and their encounter. Taking action, the administration bulldozed part of another accused individual's house for alleged illegal construction. However the protesters pelted stones at police personnel, demanding that the entire house should be razed, the officer said.
Vikasnagar superintendent of police (SP) Pankaj Gairola said: "The protesters earlier in the day set the house of an accused on fire. After the administration demolished a part of the house of another accused for illegal construction, the protestors were demanding complete demolition of the house, and started pelting stones at the police personnel deployed. We had to use mild force to disperse the crowd." To be sure, the Supreme Court on November 13, 2024, directed that no demolition should be carried out without prior 15-day notice to the owner of the property and without following the statutory guidelines.
HT reached out to senior administrative officials for a reaction and further details, but none of them were available till the paper went to print.
Meanwhile, the police arrested four people in connection with the BJP functionary's murder. A first information report (FIR) has been registered against 12 named and 35-40 unidentified accused under sections 103 (murder), 109 (attempt to murder), 191(2) (rioting) and 3(5) (common intention) of the Bharatiya Nyaya Sanhita (BNS) at Sahaspur police station early on Sunday. Those named in the FIR are Razzak, Imtiyaz, Aman, Yunus, Shahbaz, Sharafat Ali, Masoom, Adil, Shamoon, Salman, Javed, and Intzar. Out of them, Razzak, Salman, Javed, and Shahbaz have been arrested, the SSP said.
"We registered a case against 12 named and 30-40 unidentified people. We constituted multiple police teams to arrest the accused. Four accused have been arrested so far," he said.
Bharatiya Janata Party (BJP) MLA from Vikasnagar, Munna Singh Chauhan, alleged that police officers did not respond to calls made on their official numbers and even threatened the victim's family.
