Dehradun, June 16 -- Police on Monday arrested another accused in connection with the clash in Bairagiwala village of Vikasnagar that led to the death of a Bharatiya Janata Party (BJP) worker and triggered communal tensions in the area, a senior officer said. Police also booked 150 unidentified people in connection with the violence outside the deceased's house. The incident took place on Saturday evening when an ongoing dispute between two groups over irrigation water for agricultural fields allegedly escalated into violence. According to police, members of one group allegedly assaulted three brothers-Ashok Kumar, Vinod Kumar and Rajesh Kumar-causing them serious injuries. The injured were rushed to a hospital, where Vinod Kumar succumbed to his injuries during treatment. On a complaint registered by the deceased's brother, police on Sunday booked 12 named and 35-40 unidentified people under Sections 103 (murder), 109 (attempt to murder), 191(2) (rioting) and 3(5) (common intention) of the Bharatiya Nyaya Sanhita (BNS) at Sahaspur police station. However, locals and members of Hindu right-wing outfits gathered in the area, demanding "bulldozer action against the properties of the accused" and their encounter. On Sunday, they vandalised and set the houses of the accused on fire and pelted stones at police personnel. Meanwhile, the administration razed "illegal construction" at the houses of the accused. Senior Superintendent of Police Pramendra Dobhal said, "On Sunday, we had formed multiple teams and arrested four accused-Razzaq, Salman, Javed and Shahbaz. We arrested another accused, Imtiaz (58), from Sahaspur on Monday. Our efforts to arrest the remaining accused are underway." The police, meanwhile, booked 150 unidentified people on Monday in connection with Sunday's violence under relevant sections of the BNS for rioting, causing hurt to public servant and causing mischief, among others, at Sahaspur police station based on the complaint of senior sub-inspector Manmohan Singh Negi. According to the FIR, around 100-150 people gathered outside the residence of the deceased Vinod Kashyap following the incident, creating a highly tense atmosphere. Police and civil administration officials repeatedly appealed to the crowd to maintain peace and cooperate with the legal process. However, protesters allegedly raised slogans against the police and administration and demanded immediate public punishment for the accused. The FIR further stated that between 11 am and 2 pm, groups of protesters surrounded the house of the accused, Masoom, and allegedly pelted stones at police and administrative personnel from nearby fields and other locations. In the stone-pelting, Premnagar SHO Naresh Rathore, head constable Praveen Kumar, constable Vikas Tyagi and several other police personnel sustained injuries. Police alleged that the mob later split into groups, vandalised the houses of the accused, damaged household articles and set motorcycles and tractors parked inside and outside the premises on fire, causing substantial property damage. Speaking on Saturday's incident, chief minister Pushkar Singh Dhami on Sunday said strict action will be taken against those who take the law into their hands. "No accused will be spared," he said....
