'What is the hurry?': Cong seeks to lengthen debate
Gairsain, March 11 -- The third day of the legislative assembly debate on the state budget witnessed state Congress legislators reiterating their accusation that the state government was trying to rush the session to avoid pressing discussions,
Congress MLA from Manglaur, Qazi Nizamuddin, alleged that the move was in defiance of the House's established Rules of Procedure.
"I feel deeply pained about this. MLAs are elected to raise issues in the Vidhan Sabha. What other responsibility do MLAs have apart from participating in the House? And what responsibility does the government have other than being accountable in the House?" he asked, adding that the rules provided for four days of discussion on the budget, and an equal period allocated to talk about the Governor's address.
The government chose to present the budget on the same day as the Governor's address, he added.
"What is the hurry? All 70 MLAs want to raise issues from their constituencies. Why is the government in such a rush to wind up the session? Is it feeling uncomfortable in Gairsain? What is the emergency?" he said.
Parliamentary affairs minister Subodh Uniyal, however, alleged that during the Congress regime, the House would pass the busget within two days of discussion.
"The Opposition itself is not serious about the Business Advisory Committee, as the Leader of Opposition and members nominated by the party were not participating in its meetings. In such a scenario, talking about rules is like deceiving the House," Uniyal said.
Leader of Opposition (LoP) Yashpal Arya , in reply to Uniyal's allegations, alleged that the state government does not respect the Rules of Procedure and Conduct of Business, healthy traditions, or even the Constitution.
"The agenda of the House is decided in the Business Advisory Committee (BAC) on the basis of majority. Then why should we attend its meetings?" Arya said, adding that the duration of the session should be extended.
Addressing the controversy, BJP Vikasnagar MLA Munna Singh Chauhan said, "I am rather thankful that the Governor addressed the House on the same day as the Budget presentation, as it saved time that would otherwise have been wasted due to disruptions by the Congress," he said.
Ahead of the session's commencement on March 9, Congress legislators had staged a protest at the assembly premises, alleging that they were being denied the opportunity to raise issues concerning their constituencies....
