Pahalgam attack mastermindincluded in NIA most-wanted list
New Delhi, April 7 -- The National Investigation Agency (NIA) has included Pakistan-based The Resistance Front (TRF) leader and the alleged main handler of the Pahalgam terror attack, Saifullah, alias Sajid Jatt, in its most wanted list and sought information on him, people familiar with the development said.
Saifullah, 44, a resident of Changa Manga village in Kasur district of Pakistan's Punjab, had allegedly sent and guided the three terrorists who went on a killing spree in Jammu & Kashmir's Pahalgam on April 22, 2025, they said.
"Saifullah has been listed as the most wanted man based on a non-bailable warrant issued by a Jammu court in December 2025," an official said on condition of anonymity.
Considered a close aide of TRF's parent organisation, Lashkar-e-Taiba (LeT), Hafiz Saeed, Saifullah was named by the NIA in its charge sheet among the seven accused in the Pahalgam attack. The charge sheet was filed on December 15 last year.
NIA did not respond to HT's query on Saifullah.
According to the probe agency, the TRF leader, who has been masterminding multiple terrorist attacks in J&K since 2020, was in regular touch with the three terrorists - Faisal Jatt alias Suleman Shah, Habeeb Tahir alias Jibran, and Hamza Afghani.
On April 22, last year, the three terrorists entered the Baisaran meadow in Pahalgam - a well-known tourist spot in J&K - and opened fire at the tourists, killing at least 25 of them along with a pony operator. The three attackers were killed by the security forces in the Dachigam forest area after a long hunt in July 2025.
The attack had brought India and Pakistan to the brink of a full-scale war. India launched Operation Sindoor in the early hours of May 7 and struck terror and military installations in Pakistan and Pakistan-occupied Kashmir (PoK) before the May 10 ceasefire.
According to the officer cited above, "Jatt's voice from previously intercepted calls was matched with the voice samples recovered from a satellite-phone the trio was carrying, which is a key piece of evidence in the Pahalgam probe."
In 2022, the ministry of home affairs (MHA) declared Saifullah a terrorist under the unlawful activities prevention act (UAPA) for planning an attack and dropping arms, ammunition and communication systems in the Jammu region using drones. An Interpol Red Notice was also issued against him.
According to information collated by the central intelligence agencies, Saifullahjoined the LeT in 1998 and was active in the Yaripora area of Kulgam district. During this period, he married a woman named Shubi in 2005 and had a son.
Thereafter, he left Kashmir and crossed the border to Pakistan in 2006, leaving behind his infant son in Kulgam district.
After the Pahalgam attack, the Pakistani army and its intelligence agency ISI now provide him round-the-clock protection, according to information gathered by the agencies.
NIA's investigation in other cases related to TRF's activities has revealed that Saifullah uses encrypted messaging applications - B-Chat and Telegram - to interact with the overground workers and terrorists operating in J&K....
