Shimla, July 31 -- A Himachal Pradesh Police constable posted in Shimla has been suspended and is facing a regular departmental inquiry over alleged misconduct, disobedience of orders and attempts to influence his posting, with the police maintaining that the action has been taken in accordance with service rules. The action comes after constable Dinesh Kumar approached the Governor's Secretariat over his "pending transfer". According to the police, he had complained that despite transfer orders, he was not being relieved from his existing posting. However, when he later appeared before the Police Headquarters, he reportedly sought a posting with the Lok Bhawan Guard to enable him to care for his disabled son. The department said the two representations were contradictory, necessitating an inquiry. Shimla superintendent of police (SP) Gaurav Singh said the constable had failed to comply with deployment orders after being shifted from Chopal to Nankhari over alleged misbehaviour with local residents and allegedly made repeated attempts to exert pressure on senior police officers to secure a posting at a station of his choice. Taking his family circumstances into account, the department later posted him as naib court at Theog, where he joined on July 17. However, he allegedly continued seeking a posting in Shimla, prompting his suspension and disciplinary proceedings. Police said the inquiry would be conducted in accordance with the rules and that the constable would be given full opportunity to present his defence. Dinesh's brother, Suresh Shandilya, meanwhile, alleged that he had been transferred five times within six weeks and was being harassed by the police department. Chief minister Sukhvinder Singh Sukhu said disciplinary matters concerning police personnel were governed strictly by service rules and that any communication from the governor's office would be considered with due respect.
