Srinagar, Aug. 2 -- The second migrant worker, who was critically injured in Friday evening's terrorist attack in the Kilam area of South Kashmir's Kulgam district, succumbed to his injuries at SKIMS Hospital in Srinagar late Friday night, officials said on Saturday. On Friday evening terrorists had attacked two brick kiln workers, while one died on the spot, another identified as 26-year-old Bopinder was shifted to SKIMS Hospital. However, he succumbed to injuries late last night. A senior doctor at SKIMS said that the injured had received bullets in chest and all efforts by doctors failed to revive him. Both the migrant labourers hailed from Chhattisgarh. J&K lieutenant governor Manoj Sinha on Saturday chaired a high- level security review meeting in Srinagar. The meeting was attended by Atal Dullo, Chief Secretary; Nalin Prabhat, DGP; Chandraker Bharti, Principal Secretary Home Department; S.J.M.Gillani, Special DG Coordination PHQ; Nitish Kumar, ADGP, CID; M Raju, Commissioner/Secretary, GAD; IGPs; Divisional Commissioners; SSPs, Deputy Commissioners and other senior officials. The LG directed all the DCs and SSPs to conduct a comprehensive review of the Standard Operating Procedures (SoPs) established to protect laborers from outside Jammu Kashmir. The LG also directed that the employers must ensure all workers from other states and UTs of the country are provided insurance and that their details are registered with local police and district authorities. "We must intensify precise, high-impact anti-terror operations to neutralise the terrorists," the LG said and instructed the authorities to ensure dignified last rites for the victims of the Kulgam terror attack and to provide all the support to bereaved families. The meeting also discussed the security arrangements in place for the ongoing Amarnath Yatra and strengthening of the security grid. Security forces conducted several operations to trace the killers of two labourers across south Kashmir. Meanwhile, lieutenant governor Manoj Sinha on Saturday handed over the appointment letter to the son of head constable Ashiq Hussain Qureshi, who was killed by terrorists at Lal Chowk, Anantnag, last week. The LG handed over the appointment letter to Absar Ashiq at Lok Bhavan, today. He paid tribute to the braveheart who made the ultimate sacrifice in the line of duty during the July 22, 2026, terror attack in Anantnag. Sinha assured the family of all possible support. Earlier last week, the LG had visited the family members of the head constable in Lalpora, Budgam. The family also had telephonic conservation with Home Minister Amit Shah when leader of Opposition and senior BJP leader Sunil Sharma visited the family last week. Awami Itihaad Party (AIP) chief spokesperson Inam Un Nabi has condemned the terrorist attack in Kulgam in which two innocent labourers lost their lives, describing it as a barbaric act that deserves the strongest condemnation. He expressed grief over the tragedy, extended heartfelt condolences on behalf of Awami Itihaad Party, to the bereaved families and expressed solidarity with them in this hour of immense grief. "The killing of innocent labourers is a crime against humanity and a direct assault on Kashmir's age-old values of peace, hospitality and brotherhood. Such acts have no sanction in Islam, which declares the killing of an innocent person as if one has killed all of humanity," Inam Un Nabi said. He urged the authorities to bring the perpetrators to justice at the earliest and ensure the safety and security of all civilians, including migrant workers. Reiterating AIP's unwavering commitment to peace, he said violence has brought nothing but pain and suffering to Jammu and Kashmir, adding, "We stand firmly with the bereaved families in their hour of grief and hope such barbaric acts never find a place in our society again." Jammu and Kashmir chief minister Omar Abdullah on Saturday announced an ex-gratia relief of Rs 10 lakh each from the Chief Minister's Relief Fund for the next of kin of two migrant labourers from Chhattisgarh, who were killed in a terror attack in Kulgam district on Friday. The amount is in addition to the immediate assistance of Rs 6 lakh each announced by the district administration, taking the total relief to Rs 16 lakh per family. Condemning the killing, the chief minister's office conveyed heartfelt condolences and reaffirmed that the government stands firmly with the bereaved families during this difficult time. The attack occurred late on Friday when terrorists targeted the two workers at a brick kiln in the Kelam area of south Kashmir's Kulgam district. 24-year-old Deepak Ratre succumbed to his injuries before he could be taken to a hospital. The second worker, 28-year-old Bhupendra Bhaina (also referred to as Bopinder), was initially shifted to Government Medical College, Anantnag, and later referred to the Sher-i-Kashmir Institute of Medical Sciences, Soura, where he died during treatment. Both the young men from Chhattisgarh were the primary breadwinners for their households. Deepak, from Bundeli village in Sakti district, had moved to Kashmir eight months ago with his wife, leaving behind an infant son, an elderly mother, and a physically disabled brother. Bhupendra, a resident of Chhuiya village in Sarangarh-Bilaigarh district, had arrived three months ago with his wife, leaving their four-year-old son in the care of his grandmother and minor sister. Chhattisgarh chief minister Vishnu Deo Sai termed the cowardly attack deeply painful and said officials are coordinating with Jammu and Kashmir authorities to transport the mortal remains back to their native villages. The incident marks the latest in a series of targeted attacks on non-locals and security personnel in the region, following the killing of a police officer in Anantnag town less than 10 days prior and the shooting of two workers from Punjab in Srinagar earlier in 2024....
