Jaipur, Sept. 27 -- The Supreme Court, taking suo-motu cognizance of reports of custodial deaths in Rajasthan, on Friday issued comprehensive directions to various states, including Rajasthan, regarding the functioning and maintenance of CCTV cameras in police stations. The bench comprising justices Vikram Nath and Sandeep Mehta directed additional advocate general of Rajasthan Shiv Mangal Sharma to file a specific affidavit on the state's compliance on CCTV installation, functioning, and monitoring. Sharma said the Court acted on a vernacular paper's report highlighting that 11 custodial deaths occurred in Rajasthan in the first eight months of 2025, seven of them in Udaipur division, with CCTV footage unavailable or denied on "frivolous grounds." The Court noted that such lapses were in breach of its earlier directions in Paramvir Singh Saini v. Baljit Singh (2021) 1 SCC 184, which mandated proper CCTV coverage and preservation of recordings in all police stations. The Supreme Court has directed Rajasthan to submit an affidavit through the DGP within two weeks, giving a comprehensive account of CCTV installations across police stations. The affidavit must include district-wise details of police stations, number and placement of cameras, technical specifications, data storage and retention mechanisms, maintenance schedules, connectivity with centralized servers, and dashboard monitoring systems.
