Row in House over roadways, Parvan project
Jaipur, Feb. 28 -- The Rajasthan assembly on Friday witnessed sharp exchanges over the condition of roadway transport and administrative delays in the Parvan irrigation project during Question Hour.
Congress MLA from Todabhim, Ghanshyam Mahar, flagged financial misconduct within the state transport corporation, alleging that collusion between conductors and private bus operators meant that tickets were not issued properly. In response, deputy chief minister Prem Chand Bairwa said that buses were not operated in the Nadoti-Todabhim region due to low passenger load. He also accused the previous Congress regime of "ruining" the roadways system.
A separate debate erupted after Congress MLA from Anta, Pramod Jain Bhaya raised a supplementary question regarding allegations of delay and use of substandard piping in the Parvan irrigation project, which was launched during the tenure of the previous government. He alleged that the project was stalled for five years to serve political ends.
Bhaya alleged that inferior HDPE pipes were installed, out of which errant contractors reaped crores of proceeds at the cost of farmers dependent on the irrigation scheme. He demanded action against officials responsible.
State water resources minister Suresh Singh Rawat replied that in 2018, after a complaint by then- Congress MLA Panachand Meghwal, errant engineers were suspended. He noted that the then chief minister also held the water resources portfolio at the time.
Rawat added that allegations regarding improper use of SDPE pipes were examined by the finance department in 2021, followed by a probe by a seven-member committee. Officials were suspended after the inquiry but later reinstated. However, he announced that a fresh investigation would be conducted into allegations of substandard pipes, assuring that strict action would be taken against those found guilty.
Meanwhile, a deadlock that had erupted on February 26 after Congress MLA Shravan Kumar was allegedly prevented from speaking was resolved today. The Congress had boycotted proceedings a day earlier over the issue.
During Zero Hour, parliamentary affairs minister Jogaram Patel said the ruling party was committed to maintaining harmony in the House. Speaker Vasudev Devnani said once the Chair makes a decision, it must be respected, and suggested that names of speakers be finalised in advance to avoid confusion.
Leader of Opposition Tika Ram Jully objected to remarks allegedly made after the Congress staged a boycott. Patel responded light-heartedly that such comments are made only when the Opposition walks out, prompting the Speaker to urge members to avoid boycotts in the future.
Congress MLA Manish Yadav on Friday urged the Rajasthan government to bring a law regulating digital addiction among children, raising concern in the Assembly over rising screen time, exposure to objectionable content and online gaming risks.
He called for age-based digital curbs for those under 16, mandatory parental controls and policy measures to safeguard children's mental health and academic future.
Yadav said the matter is no longer limited to parental concern but has become a pressing issue for society and policymakers alike.....
