Raj proposes SOP for improving upkeep of 3,319 parks, gardens
Jodhpur, Nov. 1 -- Rajasthan is working towards a uniform system for the maintenance and management of public parks and gardens in its urban areas, with the state government proposing a standard operating procedure (SOP) that places greater emphasis on cleanliness, regular upkeep, public participation and accountability.
In a compliance report submitted to the Rajasthan high court in a public interest litigation, the state government said a consolidated survey had identified 3,319 parks and gardens across urban local bodies in the state. The SOP, prepared using the Jodhpur Municipal Corporation's model, is intended to provide common minimum standards for their maintenance while allowing local bodies to make changes per requirements.
The proposed framework divides parks into two categories. Parks measuring more than 5,000 square metres will be treated as large parks, while those measuring 5,000 square metres or less will be classified as small parks. Under the model, the responsibility for maintaining large parks will remain with the concerned urban local body or an authorised agency. For smaller parks, maintenance may be entrusted to resident welfare associations, Mohalla Vikas Samitis or registered institutions through agreements. Such arrangements will be for three years, subject to annual reviews.
The SOP also proposes regular inspections at different levels. Daily inspections will be carried out by designated park-level staff, followed by weekly supervisory inspections and periodic assessments by authorised municipal officials. Geotagged and time-stamped photographs will be used to document maintenance work. Complaints about damaged facilities, poor cleanliness and other deficiencies will be referred to the responsible authorities for corrective action....
