Raj first in north India to meet 100% farmer ID target
Jaipur, Sept. 29 -- Rajasthan has achieved a milestone in digital transformation of agriculture sector by completing 100% of the farmer ID target set by the Union ministry of agriculture and farmers' welfare, with the state generating IDs for all 90.19 lakh farmers covered under the target.
With this, Rajasthan became the first state in north India and sixth in the country to achieve 100% of its prescribed farmer ID target, officials said. The achievement has taken number of farmer IDs to nearly 118% of 76.54 lakh operational holdings recorded in the 2015-16 Agriculture Census, placing Rajasthan third nationally on this measure.
The state government said the achievement was a result of coordinated efforts by revenue and agriculture departments, integration of Aadhaar and land records, extensive use of technology and sustained efforts by officials and field-level staff.
The initiative is being implemented in line with chief minister Bhajan Lal Sharma's vision of ensuring that farmers benefit from technological progress.
Farmer IDs are part of AgriStack, the digital public infrastructure being developed by Union government for agriculture sector. The platform seeks to integrate verified digital information on farmers, their agricultural land and crops to make the delivery of government schemes and agricultural services simpler, faster, more transparent and targeted.
Under the system, a farmer's unique digital identity is being linked to his or her agricultural land. This is expected to help authorities determine eligibility for various schemes and ensure that benefits reach the intended beneficiaries. The integrated system could also improve farmers' access to agricultural credit, quality farm inputs, location- and need-based advisory services and markets in the future.
The state government said the farmer ID should therefore not be viewed merely as a digital database of farmers, but as the foundation for an integrated, farmer-centric digital agriculture services system.
An AgriStack Commissionerate is being established within agriculture department, with agriculture commissioner designated as its commissioner. AgriStack data is being integrated with various departmental programmes and schemes through APIs. The system is expected to support several areas of agricultural administration, including fertiliser distribution, micro-irrigation, water conservation, seeds and other farm inputs.
For instance, verified land records can help calculate fertiliser requirements based on the size of a farmer's holding and facilitate targeted distribution. The system can also assist in identifying eligible beneficiaries for schemes involving micro-irrigation, farm ponds, fencing and agricultural equipment.
Farmer IDs are also being integrated with the Pradhan Mantri Fasal Bima Yojana. The government said linking verified crop data with the digital crop survey could provide more accurate information on crops and cultivated areas and potentially make the claims process more efficient in the future.
The agriculture department's Raj Kisan Saathi portal is also making extensive use of AgriStack data for digital agricultural schemes. Agriculture minister Kirori Lal said the state had not limited the farmer ID initiative to registration but was working to integrate it with key agricultural databases and schemes.
According to the department, farmer IDs have been synchronised with other databases and integrated with PM-Kisan, the crop insurance scheme, the fertiliser distribution system and the minimum support price procurement system.
The integration of farmer IDs and verified land records is particularly relevant to fertiliser distribution.
Rajasthan has integrated farmer IDs with the state's Aadhaar database and also linked them with Jan Aadhaar. Around 83 lakh farmers have been seeded with farmer IDs in Jan Aadhaar, according to the government.
The integration is aimed at improving coordination between farmer's digital identity and different government databases, thereby streamlining beneficiary identification and service delivery. Agriculture commissioner Naresh Kumar Goyal said a verified digital identity could reduce the need for farmers to repeatedly submit the same documents for different schemes, speed up identification of eligible beneficiaries and make delivery of government services more targeted.
He said linking farmer IDs with land records and crop registry would create the foundation for delivering services related to crop insurance, fertiliser distribution, PM-Kisan, MSP procurement and other agricultural schemes on the basis of verified land and crop information.
The state government is running a statewide farmer ID campaign from September 1 to September 30, 2026, with the aim of further expanding coverage and bringing eligible farmers left out into the digital system.
Arrangements have been made to collect Aadhaar numbers at the time of mutation of land records. Other measures include setting up the AgriStack Commissionerate, including eligible people residing in forest areas, informing PM-Kisan beneficiaries who have not yet been covered through SMS, and involving agricultural supervisors at the field level....
