NGT directs civic body to take measures to control pollution at Nanta waste site
Jaipur, Oct. 2 -- The National Green Tribunal (NGT), Central Zone Bench, Bhopal, has directed the Kota administration and municipal corporation to take time-bound remedial measures to control air pollution and recurring fire incidents at the Nanta trenching ground.
The directions came while disposing of a suo motu case registered on a letter petition raising concerns over large-scale burning of municipal waste, toxic smoke, foul odour and deterioration of air quality around the site.
A joint committee comprising officials from the Kota district administration, Rajasthan State Pollution Control Board (RSPCB) and Municipal Corporation, Kota, inspected the site on September 2. It found around 15-16 lakh cubic metres of legacy waste at the trenching ground, apart from fresh municipal waste being dumped there.
The site receives around 480 tonnes of municipal solid waste every day.
The committee also reported significant smoke emissions from fires within the waste heaps and noted that there were no permanent firefighting arrangements or facilities at the site to control such incidents.
The extent of air pollution reflected in ambient air-quality monitoring conducted on May 6, when PM10 levels were recorded at 386 micrograms per cubic metre, nearly four times the prescribed national standard of 100 micrograms per cubic metre.
The tribunal, comprising Justice Sheo Kumar Singh, judicial member, and Sudhir Kumar Chaturvedi, expert member, directed the authorities to ensure that storm water does not come into contact with accumulated waste and generate contaminated runoff. The RSPCB and local administration were directed to take remedial measures to address air-quality violations. The tribunal directed the state pollution control board to calculate and recover environmental compensation for violations reported by the joint committee, in accordance with Supreme Court and Central Pollution Control Board guidelines.
On legacy waste, the tribunal directed the Municipal Commissioner, Kota, to ensure its disposal within the current financial year without fail.
The tribunal also directed completion of the proposed 400 TPD solid waste processing plant, based on RDF and compost technology, within the stipulated timeframe. Environmental compensation will be recovered from the contractor or agency for any delay. A compliance report has to be submitted by municipal corporation/collector, Kota, before NGT Registrar, Central Zone Bench, Bhopal, within three months....
