Jodhpur, Oct. 31 -- The Central Bench of the National Green Tribunal (NGT) on Thursday constituted a joint committee responsible for conducing an inspection of the Common Effluent Treatment Plant at Sanganer in Jaipur, in the course of hearing a petition alleging violations of environmental norms at the plant, lawyers familiar with the proceedings of the hearing told reporters. The committee has been directed to inspect the plant within six weeks and submit a factual report, they added. The petition, filed by Trinambh Foundation, was heard by a division bench comprising Justice Sheo Kumar Singh and Expert Member Sudhir Kumar Chaturvedi. The petitioner alleged that the CETP at Sanganer, operated by Sanganer Enviro Project Development (SEPD) under the consultancy of Eco Enviro Engineers, Jaipur, and in association with the Sanganer Kapda Rangai Chapai Association (SKRCA), was engaging in regular violations of several environmental regulations. According to the petition, the plant was allegedly discharging untreated hazardous wastewater into a local drain, which was also reportedly used by nearby textile units for illegal disposal. Unauthorized outlet pipelines, possibly not included in the approved CETP project plan, were suspected of being used for waste discharge. The petition also alleged that unmarked borewells within the CETP premises were extracting groundwater without permission from the Central Ground Water Authority (CGWA) or Central Ground Water Board (CGWB), and that monitoring systems (flow meters and OCEMS) were generating misleading compliance data after being allegedly tampered with by the plant management. The bench issued notices to the Rajasthan State Pollution Control Board (RSPCB) and other respondents, directing them to file their replies within six weeks. The joint committee will include representatives from the Jaipur District Collector's Office, the Central Ground Water Board (Rajasthan), and the Rajasthan State Pollution Control Board, which will act as the nodal agency for coordination and logistics.
