Jaipur, June 3 -- Rajasthan Chief Secretary V Srinivas on Tuesday directed the mandatory installation of speed governors in dumpers and other mining transport vehicles to curb accidents, while also ordering all concerned departments to expedite statutory clearances for auctioned mines. He said bringing auctioned mines into operation is the state government's top priority, as it would boost investment, employment, legal mining activities and state revenue, besides helping Rajasthan secure attractive incentive funds from the Centre. "Faster operationalisation of auctioned mines would help Rajasthan secure attractive incentives from the Centre while boosting investment, employment generation, revenue collection and legal mining of the state's valuable mineral resources," Srinivas said. Chairing an inter-departmental meeting at the Secretariat, Srinivas said Rajasthan is among the country's leading states in the auction of both major and minor mineral blocks, with 101 major mineral blocks already auctioned. He emphasised that departments responsible for granting approvals must act as facilitators to ensure timely clearances. The chief secretary directed the State Level Environment Impact Assessment Authority (SEIAA) to accelerate the issuance of environmental clearances, streamline procedural requirements and adopt fixed timelines for approvals. He also called for faster disposal of pending cases and greater coordination among departments. Srinivas instructed the forest department to upload all relevant information related to forest clearances, wildlife sanctuaries and eco-sensitive zones on designated portals to assist mine operators in completing formalities efficiently. Expressing concern over frequent accidents involving mineral transport vehicles, he ordered mandatory installation of speed governors in dumpers and other mining transport vehicles. He also directed authorities to implement vehicle-tracking systems and integrate them with the mines and transport departments for improved monitoring. The meeting also explored the possibility of commencing mining activities in already auctioned mines located within the jurisdictions of the Jaipur and Jodhpur Urban Improvement Trusts. Additional chief secretary (mines and petroleum) Aparna Arora said obtaining approvals from multiple departments, including environment, revenue and forest authorities, remains a major challenge in operationalising auctioned mines. Delays in permissions affect investment, employment, legal mining activities and state revenue, besides impacting the incentive funds available from the Centre, she said. Arora noted that timely approvals would not only accelerate mining operations but also create significant employment opportunities at the local level.
