Jaipur, Sept. 18 -- Rajasthan's first urban local body elections held together under the "One State, One Election" framework have produced a fragmented verdict, with independents, rebels and smaller parties emerging as decisive players in 174 of the state's 309 civic bodies. The BJP and Congress together managed to secure outright majorities in only 135 bodies, or 44% of the total. In the remaining 174 civic bodies, neither party can form a board on its own, leaving the final arithmetic dependent on independents, rebels and smaller parties. Even among Rajasthan's 10 municipal corporations, five - Jodhpur, Ajmer, Pali, Alwar and Bharatpur - have thrown up boards where neither BJP nor Congress has outright majority. Bhusawar saw independents sweep all 25 wards, while they won 25 of 35 in Nadbai, 20 of 25 in Vair, 14 of 25 in Roopbas and 13 of 25 in Uchain. Makrana returned 36 independents in 60 wards, Bhinaynagar 23 of 35, Deeg 24 of 40 and Kaman 21 of 35. Pahari had 16 independents among 20 councillors, Sadulshahar 22 of 25 and Hanumangarh 34 of 60. Sangaria returned 25 independents in 35 wards, while Tibbi and Bhadra each had 11 independents among 20 seats. Pilani saw independents win 30 of 35 seats, Vidyavihar 21 of 25 and Hindaun City 39 of 60. Tijara returned 31 independents in 35 wards, Behror 29 of 55 and Kotputli 28 of 60. Pali also produced a hung board, with Congress winning 29 of 65 wards, BJP 21 and independents 15. Alwar saw BJP emerge as the largest party with 28 of 65, while Congress won 23, independents 13 and BSP one. The fragmented verdict was also visible across Jaipur district. BJP won 16 of 35 wards in Bagru, 15 of 35 in Bassi, 17 of 35 in Chaksu, 12 of 25 in Dudu and just seven of 20 in Jobner. Congress won 15 of 35 in Manoharpur, eight of 20 in Phagi and 23 of 55 in Shahpura. BJP's other tallies - 12 of 25 in Phulera, 11 of 25 in Sambhar and 10 of 25 in Vatika - similarly left it short of a majority. Jodhpur division produced several knife-edge contests. In Bhinmal, BJP won 19 of 40 wards, while Congress took 19 of 40 in Jalore. BJP secured 16 of 35 in Pipar City and Congress 12 of 25 in Pokaran. In Ajmer district, Congress won 37 of 80 in Ajmer city and 20 of 40 in Kekri. BJP won 29 of 60 in Kishangarh and nine of 25 in Peesangan. Nasirabad produced an exact 9-9 split between BJP and Congress in its 20-member board. The Mewar-Wagad belt also produced narrow verdicts. BJP won 20 of 40 in Nathdwara, 17 of 40 in Rawatbhata, 12 of 25 in Salumbar and 10 of 20 in Kushalgarh. Congress won 20 of 40 in Pratapgarh and 10 of 20 in Mavli. Dhariyawad ended in a 10-10 tie....
