Dilapidated schools to be inspected: Edu min
Jaipur, Aug. 19 -- The state education department has decided to conduct a third-party inspection of state-run school buildings, after a series of incidents in which the collapse of parts of dilapidated school buildings led to multiple fatalities.
Education minister Madan Dilawar on Monday said, "No compromise will be spared on the quality of the construction or renovation from now on. Only skilled engineers must be appointed to ensure that the work meets the set standards and is of good quality."
"Anupama Jorwal, (project director) of Samagra Shiksha has been instructed to add a condition for a third-party inspection before making any payment to the construction firm," said the minister. "The contractor should be paid for the work only after the third party inspection report, to ensure quality of construction. An official panel will also be formed from which three officers can be sent for inspection to maintain complete transparency," he added.
The development came three days after the roof of an unfinished government secondary school building in Udaipur's Kotda area collapsed on Independence Day, killing an 11-year-old girl. The education department subsequently registered a case against the contractor.
Two government officials- assistant engineer (AEN) Hem Singh and junior engineer (JEN)Anil Kashyap, have also faced departmental action, with the former suspended and the latter terminated from service.
Both had overseen school building projects for several years, with Singh working in his post for over 11 years and Kashyap monitoring construction for around 22 years. It was revealed that Singh is a Grade-3 teacher who was given additional charge of AEN, prompting the education minister to direct removal of teaching staff given additional charge of engineering positions.
Meanwhile, the education department on Sunday issued guidelines for construction and maintenace procedures- compliance with necessary safety protocols at construction or renovation sites, installation of warning signage and the appointment of on-site round-the-clock security personnel.
"No other person except for the officials overseeing work should be permitted on the site. The classrooms close to the construction site should be closed temporarily. The school may also declare a holiday on the specific construction day," read the guidelines. They also directed school principals to report fragile building spots to the department on a daily basis.
As reported earlier by HT, since 2024, at least 2,710 school buildings have been found in a dilapidated condition, an internal report showed, with Rs.254 crores being allocated for repairs in the last two budgets, a major chunk of which is yet to be released by the finance department, the report revealed....
