JODHPUR, March 27 -- The Rajasthan high court has directed the state government to consider the issue of granting a Non-Practising Allowance (NPA) to veterinarians serving in the state. The Court observed that a decision in this regard should be taken while keeping in mind the directives issued by the central government and the systems currently in force in other states. A bench of justices Vinit Kumar Mathur and Chandra Shekhar Sharma passed the order on Tuesday while disposing of a petition filed by the Rajasthan Veterinary Association. The petition submitted that veterinarians employed by the animal husbandry department play a pivotal role in the conservation and treatment of livestock and wildlife, yet they are currently being denied the benefit of the NPA. The court noted that veterinarians in several states and Union territories, including Delhi, Gujarat, Haryana, Himachal Pradesh, Punjab and Uttarakhand, are being granted this allowance. "Since the Seventh Pay Commission has also recommended payment of NPA to the Veterinary Doctors/Officers, we feel persuaded to direct the State Government to reconsider the case of the petitioner-Association for extending the benefit of NPA to its Members, keeping in mind the fact that they are discharging the same nature of duties vis-a-vis other similarly situated persons working in the States of Delhi, Goa, Gujarat, Haryana, Himachal Pradesh and other States of the country and Union Territories." "The State is expected to consider the entire issue keeping in mind the spirit of the order dated June 3, 2016 issued by the Union of India. The entire exercise shall be undertaken by the State of Rajasthan within a period of 12 weeks from the date of receipt of the certified copy of this order. It is made clear that if the State Government decides that the Members of the petitioner-Association are not entitled to the grant of NPA, they shall pass a detailed and speaking order," the bench said in its order....
