Act on silicosis threat in Nagaur mines: RSHRC
Jaipur, May 22 -- The Rajasthan State Human Rights Commission (RSHRC) has taken suo motu cognisance of the growing threat of silicosis and unsafe mining practices in Nagaur district and has directed authorities to take immediate steps to protect the safety and health of mine workers.
In an order by a single bench headed by commission chairperson justice GR Moolchandani, the commission said "Illegal mining and the absence of safety measures at licensed sites are exposing workers to serious lung diseases, especially silicosis, resulting in premature deaths and severe health complications."
The commission noted that despite existing regulations, several labourers continue to suffer severe respiratory illnesses because safety protocols are not implemented. It added that the state government bears a financial burden through compensation, pensions and welfare benefits for silicosis victims and their families.
The order followed discussions at a virtual conference organised by the National Human Rights Commission on May 18. During the meeting, NHRC monitor Nityanand Shrivastava highlighted serious irregularities in mining activities in Nagaur district, particularly in Badi Khatu gram panchayat, and raised concerns over inadequate medical facilities and diagnostic arrangements for silicosis patients.
Taking note of the concerns, the commission issued notices to the Nagaur district collector and the chief mining engineer. It directed them to inspect all mining sites, take action against illegal mining and ensure that workers at licensed mines are provided with proper safety equipment in accordance with mining laws and regulations.
The commission also ordered authorities to ensure "wet mining" practices at sites to minimise dust exposure and reduce the risk of respiratory diseases among workers.
The district administration and the mining department have also been asked to submit a list of all mines operating in Nagaur and to ensure proper medical facilities, diagnostic equipment and regular special health camps for silicosis patients....
