Jaipur, Nov. 7 -- Nearly 1.29 million post-harvest crop-loss intimations received under the Pradhan Mantri Fasal Bima Yojana (PMFBY) in Rajasthan over six crop seasons have no specified status in the state government's report to the Assembly, raising questions over the accounting of nearly 44% of the reported cases. According to a written reply by the agriculture department, Rajasthan received 2,909,025 post-harvest loss intimations between Kharif 2023 and Rabi 2025-26. However, the season-wise breakup accounts for only 1,617,351 cases - 1,146,386 accepted, 434,874 rejected and 36,091 pending. The remaining 1,291,674 cases, or 44.4% of the total, have no specified status. The department has not clarified whether these cases were duplicates, withdrawn, found ineligible or were yet to be processed. The government told the House that Rs.608.38 crore had been paid towards post-harvest crop-loss insurance claims. The amount covers claims from Kharif 2023 to Kharif 2025, while calculations for Rabi 2025-26 are still underway on the National Crop Insurance Portal. The figures were provided in response to an Assembly question by MLA Manish Yadav during the concluding session of the 16th Assembly. The reply was signed by Joint Director (Crop Insurance) Dr Jagdev Singh of the Agriculture Commissionerate, Jaipur. Nearly six-fold rise in loss reports The data shows a sharp rise in post-harvest crop-loss reports over the three years. Intimations increased from 199,152 in Kharif 2023 to 1,138,469 in Kharif 2025, an almost six-fold increase. Another 631,299 intimations were recorded in Rabi 2025-26. Payments also rose from around Rs.73 crore in Kharif 2023 to approximately Rs.268 crore in Kharif 2025. Of the cases accounted for in the department's reply, 434,874 were rejected and 36,091 remained pending. Among cases on which decisions were recorded, around 27.5% were rejected. The rejection rate varied across seasons, reaching nearly 48% in Rabi 2024-25, the highest among the six seasons. It stood at around 39% in Rabi 2025-26, 37% in Rabi 2023-24, 35% in Kharif 2023, 30% in Kharif 2024 and 17% in Kharif 2025. The reply does not specify the reasons for rejection. **97% of pending cases from two latest seasons** Of the 36,091 cases classified as pending, 34,888 belong to Kharif 2025 and Rabi 2025-26, accounting for nearly 97% of the total. These include 22,492 cases from Kharif 2025 and 12,396 from Rabi 2025-26. On the timeline for settling claims, the department said the state and central governments must first deposit their respective premium subsidies with insurance companies. Crop-cutting experiment data is subsequently uploaded to the National Crop Insurance Portal and accepted by the insurer. The payable amount is then displayed on the portal, after which the insurance company is required to transfer it to the farmer's bank account within 21 days. For pending claims, the department said insurers and district authorities had been instructed, following directions from the Centre, to obtain alternative bank account details from farmers. Outstanding claims would be distributed through insurers soon, the reply stated, without specifying a deadline. Jalore gets highest payout District-wise figures show that compensation was concentrated in a few districts. Jalore received the highest amount, approximately Rs.104 crore across the five seasons for which payment data was available, accounting for around 17% of the total payout. Tonk received around Rs.67 crore and Jodhpur Rs.61 crore. Nagaur, Jaipur, Bikaner and Bundi each received between Rs.42 crore and Rs.49 crore. Together, these seven districts accounted for nearly two-thirds of the compensation. Hanumangarh, however, recorded approximately 15.4 million crop insurance policies, nearly 19% of the state's total, but only around 65,500 post-harvest loss intimations and Rs.16.6 crore in payouts. The annexure also shows instances of substantial loss reporting without corresponding payments. In Rabi 2024-25, Jalore recorded 26,982 intimations against a payment of approximately Rs.0.001 crore, while Tonk recorded 22,598 intimations without any payment. Ajmer and Nagaur also recorded 30,875 and 10,613 intimations, respectively, in Rabi 2023-24, without any payment shown. Under PMFBY, losses between sowing and harvesting are assessed through crop-cutting experiments, with compensation calculated on the shortfall against the guaranteed yield. For post-harvest losses caused by notified perils, including unseasonal rainfall, farmers must report damage within a stipulated period, following which insurers assess the loss through surveys. The reply provides policy and intimation figures rather than the number of individual farmers, as one farmer may hold multiple policies across seasons. Some district entries also show more intimations than policies. Dholpur, for instance, recorded 82,924 intimations against 71,789 policies in Rabi 2025-26, while Bundi recorded 93,378 against 75,051 in Kharif 2025. The Rs.608.38 crore figure represents only post-harvest compensation and does not include total payouts under all categories of PMFBY claims....
