The statement by the chief electoral officer's office pegged the projected statewide population of people aged between 18 and 19 years at 2,817,561, with October 1 as the qualifying date. The number of enrolled fresh voters is pegged at 1,123,235, who account for just 39.9% of the projected population, leaving a gap of 1,694,326. The data does not account for voters either ineligible or excluded from the rolls during the SIR. Sikar reported a gap of 80,985, followed by Jodhpur at 70,258 and Jhunjhunu at 61,398. Bikaner had a projected population of 97,377 people aged 18-19, of whom 36,346 were enrolled electors. In an order dated September 29, ECI secretary Pawan Diwan directed states that had completed the revision to switch to continuously updating the rolls to enrol eligible voters left out of the lists. The Commission also clarified that the additional declaration attached to Form 6 would not be required outside the SIR period. The ECI directed its IT division to make the necessary changes to the ECINET platform to implement the revised process. The changes are aimed at removing the additional declaration requirement outside SIR and enabling the registration process to continue under the prescribed rules. The state election department has launched a month-long campaign with schools and colleges to enrol eligible students. The order signed by Bairagi directs educational institutions to distribute physical copies of Form 6 and help students apply online. The chief electoral officer's office is monitoring progress through daily application data on the ECINET platform. Electoral registration officers have been directed to update incoming applications daily. A single-day monitoring statement recorded 5,161 Form 6 applications across the state.
