State clears key policies, eyes industrial expansion
Chandigarh, May 19 -- The Haryana cabinet on Monday approved 10 major industrial policies aimed at boosting manufacturing, digital infrastructure, emerging technologies, green industry and agro-based economic development.
The Cabinet meeting, chaired by Haryana chief minister Nayab Singh Saini, approved the "Make in Haryana Industrial Policy-2026", which targets Rs.5 lakh crore in fresh investments and the creation of a million jobs over the next five years, officials said.
The policy replaces the existing Haryana enterprise and employment policy (HEEP) 2020. It proposes capital subsidies, research and development incentives and employment-linked benefits tied to recruitment through the Haryana Kaushal Rozgar Nigam portal. "From semiconductors to creative industries, from life-saving medicines to green recycling and from digital infrastructure to agriculture-based industries, these policies will define the new industrial direction of modern Haryana," said a senior government functionary.
Officials said the earlier A, B, C, and D block-based classification has been replaced with a framework categorising regions as core, intermediate, sub-prime and prime/focus areas to reduce regional disparities.
Under the revised incentive structure, net state goods and services tax reimbursement will range from 30% to 70%. Large industrial units will receive benefits for seven years, "mega units" for 10 years and "ultra-mega" projects for up to 12 years. Capital subsidy benefits will range from 5% to 30% depending on project size and location. "To promote local employment, the employment generation subsidy has been increased from Rs.48,000 to up to Rs.1 lakh per employee per year for 10 years," the state government said. For women, Scheduled Castes, Divyangs, Agniveers and ex-servicemen, aid will go up to Rs.1.20 lakh per employee annually.
The government also approved sector-specific policies. The Haryana electronics system design and manufacturing policy 2026 offers capital assistance of 20% to 30%, capped at Rs.200 crore per unit. Under the Haryana pharmaceutical and medical devices manufacturing policy, the state aims to attract a Rs.10,000 crore investment and create 20,000 jobs. The Haryana toys and sports equipment manufacturing policy targets a Rs.5,000 crore investment and 25,000 jobs. The Haryana electronics waste recycling policy proposes capital assistance of up to Rs.25 crore per unit.
Under the Haryana global capability centres policy, the government aims to attract more than 100 new global capability centres. Haryana already has over 270 global capability centres out of India's nearly 1,700 centres. Under the Haryana information technology/information technology-enabled services, artificial intelligence and emerging technologies policy, a global artificial intelligence centre will be established in Gurugram and the Haryana advanced computing facility in Panchkula will be. The Cabinet also approved the Haryana animation, visual effects, gaming, comics, and extended reality policy; the New Haryana data centre policy; and the Haryana agribusiness and agro-processing policy....
