PAC flags Rs.890 crore loss in Delhi excise policy 2021-22
New Delhi, March 24 -- A report by the Delhi assembly's public accounts committee (PAC), tabled on Monday, has flagged losses of Rs.890 crore due to the failure to re-tender surrendered liquor shop licences under excise policy 2021-22, along with an additional Rs.144 crore loss from a licence fee waiver.
Based on the Comptroller and Auditor General of India (CAG) audit on "Regulation and Supply of Liquor in Delhi", the PAC said total financial implications stood at Rs.2,026.91 crore.
The report said Rs.890.15 crore loss arose from not re-tendering 19 surrendered zones.
"The excise policy 2021-22 was manipulated to favour certain bidders. without collusion between the government and participants," the report added.
It added that waiver for closed vends, approved despite finance department objections, caused Rs.144 crore loss.
"Wholesale licences were granted. tendering processes were delayed. leading to substantial revenue losses," it said.
To be sure, during the period, Manish Sisodia held the finance portfolio. The policy was later withdrawn after a CBI probe recommended by then lieutenant governor Vinai Kumar Saxena, with Delhi reverting to the previous regime in September 2022....
