Gurugram, July 22 -- The Haryana government has imposed a ban on the construction new stilt-plus-four-floor residential buildings across the state after proceedings in the Punjab and Haryana high court on Tuesday, extending a restriction that had previously been limited to Gurugram. The decision means authorities will not approve any fresh building plans under the policy until further notice. However, officials clarified that the order will not affect projects where approvals have already been granted. Construction on such plots can continue. A stilt-plus-four structure comprises a non-habitable ground floor generally reserved for parking, with four residential floors above it. A senior official in the Department of Town and Country Planning, requesting anonymity, said the state government had decided to keep approvals under the policy on hold after Tuesday's hearing in the high court. "This will not affect plots where building plans have already been sanctioned. The restriction applies only to fresh approvals," the official said. An order issued by senior town planner (headquarters) Vijender Singh, on behalf of the director of DTCP, was circulated to the Haryana Shahari Vikas Pradhikaran, urban local bodies department and Haryana State Industrial and Infrastructure Development Corporation. The order stated that all approvals for stilt-plus-four-floor houses would remain on hold as "various works/modalities pertaining to online approval of building plans/self-certification" were being finalised, along with other administrative requirements. "This is to bring to your kind notice that it has been decided to keep all further approvals in respect of stilt+4 floors in residential plots on hold... Accordingly... kindly put all such approvals in respect of S+4 floors construction in residential plots on hold," the order said. On April 2, the HC imposed an interim stay on stilt-plus-four construction. It later clarified that the restriction would apply only to Gurugram, allowing approvals elsewhere in Haryana....
