Gurugram, Oct. 20 -- The Municipal Corporation of Gurugram (MCG) has constituted dedicated night-time enforcement teams in at least three of its six zones to tackle open garbage burning, with officials directed to respond to complaints, extinguish fires and fine violators during the winter pollution season. The move follows directions by the MCG additional commissioner (headquarters) on October 15, asking all six zones to have mechanisms for immediate action on complaints received via social media, toll-free numbers, WhatsApp, email, the CHS portal and other channels. Separate office orders issued on October 19 show that night-time teams have been constituted in Zones I, IV and VI, with four employees deputed in each zone for enforcement after 6pm. The teams, comprising sanitation staff and supervisors, have been tasked with responding to complaints, stopping and extinguishing burning, issuing challans and maintaining records of enforcement action. MCG commissioner Pradeep Dahiya said the orders had come into force with immediate effect and warned that laxity in carrying out assigned duties would be viewed seriously. The headquarters order has directed joint commissioners of all six zones to submit details of their enforcement mechanisms, including team composition, duty rosters and contact numbers. Officials have been instructed to ensure round-the-clock action against open burning and submit compliance reports to senior officers. The intensified enforcement comes amid recurring incidents of garbage burning in Gurugram and Manesar, particularly on vacant plots and roadsides. Such burning contributes to localised air pollution, which can worsen during winter when atmospheric conditions restrict the dispersal of pollutants. The night teams are intended to ensure that complaints received after regular working hours are addressed promptly rather than the following day. MCG has also directed field teams to intensify dust-control measures, waste collection and action against illegal dumping under the revised Graded Response Action Plan (GRAP) issued by the Commission for Air Quality Management (CAQM) on September 29. Under Stage I, applicable when Delhi's air quality index (AQI) reaches the 'poor' category (201-300), construction and demolition sites must comply with dust-control requirements, including covering materials, transporting waste in covered vehicles and using water sprinklers and anti-smog guns. Projects covering 500 square metres or more that fail to comply with prescribed registration and dust-monitoring requirements cannot continue operations. Officials have also been directed to ensure regular waste collection, mechanised road sweeping and strict enforcement against illegal dumping and open burning....
