Gurugram, Aug. 6 -- Haryana has identified 102,972 BS-IV and older commercial vehicles across its 14 NCR districts for phased replacement by March 2027 under the Union government's PARIVARTAN scheme, which offers tax concessions, registration fee waivers, loan subvention and other incentives to accelerate the shift to cleaner trucks and buses. Gurugram and Faridabad together account for nearly half of the vehicles identified for replacement under the scheme. The first phase will focus on BS-IV commercial vehicles registered between April 1, 2017, and March 31, 2020, while BS-III and older vehicles will be covered in subsequent phases. Gurugram has the highest number of identified vehicles at 25,020, followed by Faridabad (18,540), Bhiwani (14,955), Rewari (6,136), Sonipat (6,038) and Jhajjar (5,961), according to the latest Transport Department data, assessed by HT. Officials said the list of BS-IV and older commercial vehicles was prepared as part of the recent implementation of the PARIVARTAN scheme, in accordance with the Commission for Air Quality Management (CAQM) directives and the scheme's guidelines for phased replacement of end-of-life commercial vehicles. Of the total vehicles identified, 77,757, or more than three-fourths, are BS-IV light, medium and heavy goods vehicles that will be prioritised in the first phase of implementation. The remaining fleet comprises 19,632 BS-III vehicles, 2,195 BS-II vehicles and 3,388 BS-I vehicles. Gurugram and Faridabad together account for nearly half of the identified vehicles, while Bhiwani has the highest number of BS-I to BS-III vehicles among the NCR districts. Transport Department officials said the initial phase will cover BS-IV commercial vehicles registered between April 1, 2017, and March 31, 2020. Subsequent phases will include BS-III and older vehicles, a senior official said, requesting anonymity. Officials said owners of eligible vehicles will be encouraged to scrap them at authorised facilities or, where permitted under applicable regulations, relocate eligible BS-IV vehicles outside the NCR. The scheme provides a 5% interest subvention on vehicle loans, waiver of registration fees, concession on motor vehicle tax, monthly fuel vouchers for eligible diesel or CNG replacement vehicles, and discounts on the ex-showroom price of new vehicles. In July, the Haryana government approved 100% exemption from motor vehicle tax for electric scooters, auto-rickshaws, e-rickshaws and electric four-wheelers priced up to Rs.30 lakh. The concession is reduced to 50% for EVs priced above Rs.30 lakh. Officials said sub-divisional magistrates will lead awareness campaigns to promote vehicle replacement and electric vehicle adoption. Despite the rollout, no commercial vehicle owner in Gurugram has yet applied to scrap a BS-IV vehicle, regional transport authority officials said, adding awareness drives are set to begin in the coming weeks....
