What is surplus land
India, June 9 -- As per the Haryana Ceiling on Land Holdings Act, 1972, the permissible area allowed for an individual to possess ranged from 18.12 acre to 54.5 acres. However, an amendment was made in the Act in October 2011, which exempted land acquired for non-agricultural purposes and falling within an "urban area" - as defined in the Haryana Development and Regulation of Urban Areas Act - from the ceiling law.
According to Section 12 (3) of Haryana ceiling law, lands declared surplus or as tenants permissible area under the Punjab or PEPSU laws, which had not already vested in the state, were deemed to vest in the state govt from the appointed day. The Punjab law here means Punjab Security of Land Tenures Act, 1953....
