UK to probe murder of student handcuffed in final moments
London, Oct. 27 -- The UK government on Monday announced an independent probe into the high-profile murder of a student, who was handcuffed by police as he lay dying after being stabbed by a British Sikh.
The case of Henry Nowak was seized upon by anti-immigration politicians such as Nigel Farage and US tech billionaire Elon Musk and prompted unrest in Southampton with protesters throwing bricks at police.
Interior minister Shabana Mahmood on Monday announced an independent review into the circumstances of Nowak's killing by Vickrum Digwa in the southern port in December, after the details prompted public revulsion.
Mahmood said Nowak's case "raised serious and legitimate questions about whether more could have been done to prevent this tragedy" and about "the response of public authorities".
A video of Nowak's final minutes showed a police officer responding to his claim that he had been stabbed with the words: "Don't think you have, mate".
Moments later, the 18-year-old student collapsed and became unconscious.
His attacker Digwa was a British-born Sikh, who committed the murder using a large knife, while also carrying a small ceremonial dagger that is an article of faith for Sikhs. It emerged he falsely claimed to police that Nowak racially abused him.
The police force involved has referred itself to the Independent Office for Police Conduct (IOPC) watchdog.
Digwa, 23, was handed a life sentence with a minimum of 21 years behind bars in June. He is expected to have an appeal against his sentence heard in November. Digwa's mother was also convicted of assisting him by taking away the knife he used and jailed for three years, but the Indian national is expected to be released early.
Nowak's family said in a statement they hoped the review would "finally uncover the full truth" and deliver "accountability and meaningful change".
The rapid independent review led by lawyer and former justice minister Alex Chalk said he would investigate whether officials failed to act on earlier complaints about Digwa's violent behaviour and examine how authorities treated Nowak's family "at a time of unimaginable pain"....
