Transparency panel warns ADCs against filing unverified reports
Chandigarh, July 16 -- Aiming to strengthen accountability in the delivery of public services, the Punjab Transparency and Accountability Commission (PTAC) on Tuesday directed the additional deputy commissioners (general) across the state to stop forwarding unverified monthly reports and instead submit a single, authenticated and consolidated monthly Management Information System (MIS) report for their respective districts.
An MIS report is a consolidated statement containing district-wise data on notified public services, including applications received, disposed of, pending, delayed and rejected. The reports enable the commission to monitor compliance with statutory timelines and assess the performance of departments in delivering citizen services. The commission has warned that failure to comply with the directions could attract a Rs.10,000 penalty and departmental action against erring officers. The directions were issued on July 14 by the chief commissioner under the Punjab Transparency and Accountability in Delivery of Public Service Act, 2018, and the Punjab Transparency and Accountability Rules, 2021.
The communication has been addressed to the additional deputy commissioners (general), who serve as district nodal officers under the Act. The commission observed that despite repeated instructions, several districts have been forwarding printouts generated from the e-Sewa portal or reports received from individual departments without scrutinising, compiling or analysing the information....
