Chandigarh, Nov. 6 -- Parking space shortage, poor sanitation, and ineffective drainage plague Ward 3, which includes Sector 26, Bapu Dham Colony (Phases 1, 2, and 3), Police Lines, EWS Colony, Madras Colony, and Sector 26 East. While infrastructure in Sector 26 remains satisfactory, the colony belt-housing around 2,304 families-is a picture of civic neglect. In Bapu Dham Colony, vehicles choke narrow lanes, footpaths, and public parks. Stormwater drains and green spaces are routinely littered with garbage. Established in the 1970s for slum rehabilitation, Bapu Dham now comprises nearly 3,000 multi-storeyed structures. Following the summary revision of the poll rolls, voter strength in the ward stands at around 15,000, with nearly 12,000 residing in Bapu Dham alone. BJP councillor Dalip Sharma pointed to ongoing paver block installation worth Rs.3 crore across the ward. Residents, however, term the project unnecessary. "The existing paver blocks were fine. We need parking spaces and functional drains so rainwater doesn't enter our homes," said Manish Kumar of Madras Colony. Congress leader Meenu Kalia targeted the incumbent: "The councillor focused on paver blocks without addressing the parking crisis or maintaining existing parks. The unrenovated drainage network leads to waterlogging every monsoon." Defending his tenure, Sharma said that most of his Rs.80-lakh Ward Development Fund went toward installing paver blocks, an 8-inch water line, and sewer cleaning....
