Dehradun/Haldwan, Sept. 9 -- An FIR has been lodged against an unidentified person in Uttarakhand's Haldwani, for allegedly conducting a "purification" ritual at a public ground following an event attended by Congress chief Mallikarjun Kharge, and circulating an allegedly doctored video aimed at inciting communal and caste-based enmity, officials said on Tuesday.
